The primary purpose of this position is to exercise second level supervisory and managerial authorities over the 902d Security Forces Squadron; Directs planning, administration, execution of security forces missions in support of installation security, installation law enforcement, security systems, physical security, personnel security, integrated defense risk management. Responsibilities Duty 1: Plans, organizes, and oversees the activities of the Security Forces Plans and Programs Flight. Duty 2: Exercises supervisory personnel management responsibilities. Duty 3: Represents 902 Security Forces Squadron commander with a variety of installation and functional area organizations. Duty 4: Performs management of Security Forces Civilian Workforce. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of law enforcement and security operations. Experience with advising unit commanders on issues involving integrated defense and mission assurance. Develops, coordinates, and integrates multiple DoD, HAF, MAJCOM and local plans, polices, and procedures directly affecting national security assets assigned to the installation or geographically separated units. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Other Significant Facts: This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to physical security, aerospace systems security, air base defense, law enforcement, electronic systems security, counter-small unmanned aerial vehicles, anti-terrorism, OPLANS, National Strategic Guidance, Operations Orders, CONPLANS, and associated addendums or Fragmentary Orders from higher headquarters, federal fingerprint and deoxyribonucleic requirements, and security clearance guidance from Defense Counterintelligence & Security Agency and other federal agencies. Comprehensive knowledge of the missions, roles, functions, organizational structure, and operation of the DoD, AF, other federal entities, air base wing organizations, complex entities that govern, interface with, and/or influence mission objectives. Knowledge of a wide range of human resources programs, operations, directives, and procedures which include workplace safety and security, education and training, manpower, military and civilian personnel management, Military Equal Opportunity, and Equal Employment Opportunity. Skill in applying analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and evaluate results for the management and completion of programs. Knowledge of analytical methods for determining and evaluating threat, vulnerability, criticality, and risk to determine appropriate courses of action to effectively mitigate threats and defend the installation and assets. Ability to manage the work operations of multiple organizational segments to meet program requirements and objectives within available resources. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
