Summary Securing Travel, Protecting People – At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America’s transportation infrastructure and ensuring freedom of movement for people and commerce. Responsibilities This position is a Supervisory Intelligence Operations Specialist Counterintelligence Branch Manager located at Office Support (OS), Intelligence and Analysis (IA), Threat Analysis Division (TAD), Transportation Security Administration(TSA), Department of Homeland Security (DHS) responsible for overseeing a group of Counterintelligence specialists in monitoring and analyzing open source, operational and vetting information, and all-source intelligence/counterintelligence; producing timely intelligence and/or reports/products/memorandums relating to adversary tactics, known or suspected terrorist (KST) travel and transportation-related encounters, and/or threats or risks to the transportation sector both domestically and abroad. Duties include but are not limited to: Exercises the full range of supervisory and personnel management authorities and responsibilities for directing work of subordinate staff. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Determines objectives and strategies in order to meet goals; organizes work, sets priorities, and determines resource requirements; anticipates opportunities and assesses potential threats to project/program completion; monitors and evaluates the progress and outcomes of projects/programs. Directs all aspects of a program to ensure that work progresses toward achieving goals and objectives; assesses short-and long-term resource requirements and advises leadership on ways to address these requirements; evaluates overall program effectiveness, and adjusts strategies as needed, to ensure performance standards are met. Collaborates with other TSA, DHS, Intelligence Community and law enforcement community partners at headquarters and/or in the field to ensure comprehensive understanding of threats/risks affecting transportation and any necessary de-confliction and conflict resolution. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Selective Service registration is required. You must obtain and maintain a Top Secret security clearance based on a Special Background Investigation (SBI) with eligibility for Sensitive Compartmented Information (SCI). This is a supervisory position subject to the supervisory probationary period, unless the selected incumbent has already completed it. Qualifications To qualify at the SV- K (GS-15) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV- J (GS-14) in the Federal service. Specialized experience MUST include all the following: Such Specialized Experience defined as: Experience administering Counterintelligence and analytic/reporting processes, standards and tradecraft to perform and enhance reporting/analyses of emerging adversary tactics and threats to the US transportation sector within the Homeland and worldwide; and Experience overseeing large number of intelligence analysts/operators who are engaged in diverse intelligence/counterintelligence analytic/operational areas directly supporting operational and policy decisions at multiple organizational levels; and Experience in developing and adhering to production plans aligned to Priority Intelligence Requirements and Plans of Analysis, supporting collections efforts, responding to tailored operational customer needs. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
