Summary You will serve as a Supervisory Engineer/Scientist or Manager in the Data Systems Division, Perforamance Assessment Department of NAVAL SURFACE WARFARE CTR CORONA DIV. Responsibilities You will serve as a Data Analytics first-line supervisor in the Data Systems Division. You will direct a team of data scientists and analysts to define, build, validate and release analytic capabilities to uncover customer, product, and operational insights through data mining of aggregated data sets for holistic analysis. You will manage the development of analytics and implementation of machine learning models for discovering patterns in data sets, analyzing data to find insights and representing data graphically. You will be responsible with building technical capacity to build reliable and scalable analytical engineering models and visualizations that provide a deeper understanding of performance metrics and trends. You will assign, schedule and fully task data scientists and analysts using agile principles in order to maintain a continuous integration and continuous delivery pipeline. You will recruit, train and develop data scientists and analysts to build and maintain technical capacity to support all systems domains. You will set expectations and evaluate performance of direct reports on a continual basis in order to help them achieve optimal results. You will manage conflicts and mediate resolutions quickly and effectively via one-to-one methods or by working with Command’s Labor and Employees Relations resources. You will implement quality assurance; conduct code spot checks, validate final software releases using agile principles. You will collaborate and consult with software developers, database developers, data engineers to solve challenges and aid in prototyping solutions using hypothesis driven development methods. Requirements Conditions of Employment Qualifications For the ND-05 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Scientist evaluating data systems requirements to manage resources and provide leadership and guidance in the development of analytical engineering data models to support system performance metrics and trend analysis for an organization. For the ND-04 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the following for the series chosen in your application: For the 0801 Engineering Series: Successful completion of a bachelor’s degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position; or Successful completion of a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the 1520 Series: Successful completion of a degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics; or Successful completion of a combination of education and experience — courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown above, plus appropriate experience or additional education. For the 1530 Series: Successful completion of a degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing; or Successful completion of a combination of education and experience with courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. For the 1550 Series: Successful completion of a bachelor’s degree in computer science; or Successful completion of a bachelor’s or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. Additional Information This position is covered by the Department of Defense Priority Placement Program. For the 1560 Series: Successful completion of a bachelor’s degree in mathematics, statistics, computer science, data science, or a field directly related to the position; or Successful completion of a combination of education and experience, where the courses are equivalent to a major field of study (30 semester hours) in mathematics, statistics, computer science, data science, or a field directly related to the position, plus additional education or appropriate experience that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-04 pay band encompasses positions equivalent to GS-12 and GS-13. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.
