ASRC Federal Technology Solutions is seeking a dynamic self-starter with exceptional abilities to work independently with experience working and leading within the Cyber Operations (CO) DCO/OCO arena with understanding and experience working with NAVIFOR, SYSCOM, Fleet Cyber Command (FCC) and US Fleet Forces Command (USFFC) command organizations.
Qualified candidates will have expertise in at least two of the following subjects:
Defensive Cyber Operations (DCO)
Offensive Cyber Operations (OCO)
Cyber Security
Responsibilities will include:
Participate and assist in the Navy’s Performance to Plan (P2P) for Navy Cyber Team readiness – collect and analyze monthly P2P data, develop detailed, integrated metrics definitions, calculation algorithms, displays/briefs and advise participants, including FO/SES, on data and related analytics related to Cyber Team Readiness issues;
Negotiate and achieve consensus with internal and external stakeholders on the development of Cyber Mission Forces (CMF) P2P Driver Trees, Data Dictionaries, Bowler data views and Canvases, and identifying, capturing and manipulating relevant data, to enable data-driven decisions underpinning needed improvements to CMF personnel, material and training readiness;
Develop models and simulations, creating predictive capability that enables accurate predictions of achievement of desired conditions and outcomes related to CMF readiness;
Collect and provide business intelligence on cyber trends and developing world situations that will influence future Navy CMF readiness and capability requirements;
Analyze and make recommendations on Joint and Service policy, advocating for Navy CMF, and proposing optimal outcomes in tradeoff-constrained environments;
Coordinate monthly CMF readiness meeting with all Navy and Joint CMF ADCONs;
Consolidate monthly CMF readiness issues input from ADCONs and prepare monthly brief;
Assist and train CMF ADCON Readiness Officers on proper procedures for correct readiness reporting;
Operate and manage Navy, Joint and USCYBERCOM required readiness tools, including (JCC2) – upload personnel, training and equipment data into systems, manage accounts, account permissions, and conduct training for proper CMF team battle roster, training and equipment reporting;
Conduct gap assessments as they relate to current and future operational readiness reporting and provide focused, process and metric-driven recommendations to close or mitigate gaps – assessments may include analysis of cost management, readiness impacts, and Enterprise maturity metrics;
Conduct CMF assessments for the purpose of focusing attention on CMF MTE resources for maximum impact, providing visibility into future readiness requirements, and identifying areas for improvements that support CMF current readiness analysis with the CMF capability and product lines;
Support the TYCOM in the development and delivery of routine and non-routine reports and briefings that pertain to Cyber readiness, including but not limited to the list of briefings below:

Chief of Naval Operations (CNO) monthly brief
Knowledge/Skill Level: Journeyman
Experience: Minimum of seven (7) years of experience in specific IW operations and execution of the specific capabilities listed in the PWS in support of afloat and operational shore commands. Those citing uniformed military experience must have serviced at the paygrade of E-7 or higher.
Education: Bachelor’s degree in Cyber Security. Ten or more years of Information Warfare related experience in the Department of Defense or other federal agency which includes (3) years in or supporting DCO or OCO may be substitute for Bachelor’s degree.
Certifications: None
Security Clearance: Top Secret/Sensitive Compartmental Information (TS/SCI) clearance required.
Other: Basic proficiency in Microsoft Office and other office/data automation tools is required.
