About DTMB:

The Department of Technology, Management and Budget (DTMB) (https://youtu.be/H_IrVnVjcoA) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About the position:

This position serves as the Director of eMichigan, comprised of the Geospatial, Web and Data Services Division, the Content Management Services Division, and the Digital Transformation and Emerging Technologies Division. This position determines strategic direction for the vision, development and design of Michigan’s digital imprint while serving as the research and support team that is charged with responsibility pursing next generation emerging technologies. The organization’s focus is to bring resident-centric government to the state’s residents and businesses by providing mobile, web, and geospatial technology resources and ensuring a secure portal to connect residents with a host of online services. Additionally, the program areas within eMichigan serve as an enterprise provider to State of Michigan IT staff in delivery of services such as enterprise artificial intelligence technologies, intranet portals, digital fax, secure content management, and data transformation and dashboard development. eMichigan supports all State Government Executive Branch agencies. In this role, the position is responsible for direction and oversight for 100+ staff, including contractors, and support services for the 55,000-employee state workforce.

The position establishes program objectives, goals, and priorities. This position also provides leadership and oversight for eMichigan’s annual $29M+ budget, with a focus on effective and efficient administration on inter-divisional and enterprise-wide IT services and support programs. This includes developing budget recommendations, monitoring expenditures, and recommending solutions to budgetary needs.

This position directly impacts all State agencies and the services they provide to Michigan’s citizens.

Position Location: This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Retirement Programs:The State of Michigan offers 401(k) and 457 plans for new hires to save for retirement. Vacation and Sick Leave:Eligible full-time employees receive between15 and 35 personal daysand 13 sick daysper year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

Paid Parental Leave:Eligible employees can take 12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.

Paid Holidays:Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.

Bonus Programs:Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.

Military Pay Differential:Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay. Prior military service may also allow seniority credits to accelerate eligibility for longevity bonuses and additional personal leave accrual.

Tax-Advantaged Programs:In addition to 401(k) and 457 retirement accounts, the state also offers flexible spending account (FSA), health savings account (HSA), and qualified transportation fringe benefit (QTFB) programs that can help you save money by reducing your taxable income.

Student Loan Forgiveness:Working for the State of Michigan may allow you to participate in programs that forgive the balance of qualifying student loans. Information (https://studentaid.gov/manage-loans/forgiveness-cancellation) to help determine if you could qualify is available from the U.S. Department of Education.

Tuition Reduction:Some colleges and universities offer savings to eligible employees and family members to further their education while working for the State of Michigan.
