Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the NGIC GEOSPATIAL Intelligence Battalion, Springfield, VA 22150. Responsibilities Serves as the Command Security Manager responsible for implementing and managing a multi discipline security program. Supports multi-disciplined security programs for Command military, civilian, and contract personnel in Personnel Security (PERSEC), Information Security (INFOSEC), Special Security, etc. Formalizes investigation results and initiates reporting procedures to the appropriate national organization (NSA, NGA, etc.) as required by standard operating procedures. Will identify and resolve routine and non-routine requirements, where agreements with other agencies or organizational elements for security resources and responsibility sharing needs to be developed. Performs investigations into violations of operations security and physical security. Develops plans, policies and procedures for the implementation of security practices in accordance with Department of Defense and Department of the Army regulations and guidance. Prepares reports, clearance actions, access controls, and other plans and documentation pertaining to security programs. Perform a variety of Personnel, Information and Physical security duties as the Special Security Representative (SSR) and Security Manager. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience equivalent to at least the GG/GS-12 grade level in the Federal service which includes experience which includes researching, interpreting, and applying security and intelligence technical methods, policies, regulations, and procedures to provide advice and guidance on security program areas as they relate to Special Access Programs and Sensitive Compartmented Information (SCI) security. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Information Security Personnel Security Physical Security Security Program Management Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a TS/SCI/SBI security clearance. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
