Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6QK1A ARMY CONTRACTING COMMAND-REDSTONE. Responsibilities Serves as the command inspector in the conduct of information security program inspections. Interprets regulations and contributes to policy formulation pertaining to the security functional areas of information, personnel security, industrial security, foreign disclosure and technology protection. Develops or implements innovative methods to ensure optimal security programs in ACC activities and facilities with overlapping and conflicting requirements. Implements plans to protect information, sensitive operations, material, and/or facilities from national security threats as compromise, unauthorized disclosure, espionage or sabotage. Conducts independent studies, surveys, inspections and periodic reviews to measure or minimize susceptibilities and vulnerabilities. Advises and provides corrective recommendations to the Commander on deficiencies noted or identified as having immediate impact or those which could affect the security posture of the Command. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience researching, interpreting and applying security and intelligence technical methods, policies, regulations, and procedures to administer and/or manage a multi-discipline security program to include providing advice, guidance and assistance in Information Security (INFOSEC), Industrial Security (INDUSEC), and Personnel Security (PERSEC) program discipline areas. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI). This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD’s initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. The incumbent must be prepared to support the ACC Continuity of Operations (COOP) Program and OPLAN by moving to and operating from an emergency relocation facility as a member of one of the commands COOP Support Teams. These non-routine office duties may include short notice travel,24-hour on-call or exercise duties and the requirement to support COOP operations for a minimum of30 days. When performing under COOP support team operations, expanded work hours, 7-dayworkweek, and extended duty days may be required.
