Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities

The Integrated Work Control (IWC) Division is seeking a Manager 1 to oversee the Work Management Center (WMC) for the PULSE facility. The WMC Manager I will provide an integral part of the coordination of facility priorities and schedule development, through the implementation of the T-week coordinated schedule and execution process. These processes will provide an increased efficiency in the execution of activities through a more focused involvement in the coordination of multiple organizations performing work in the facility by providing assistance in the resolution of scheduling and execution conflicts.

Key Responsibilities

Lead the daily operations of the PULSE WMC team, providing management and oversight of facilities schedule process and associated schedule meetings.

Manage Facility T-week schedule process, ensuring sufficient participation and attendance by support organizations.

Support facility management and operations by proactively identifying and removing roadblocks, risks, and issues that could negatively impact facility mission and project work.

Facilitate and lead multi-discipline schedule meetings with various stakeholders and levels of management.

Interface with Operations, Projects, Maintenance, Planning, and other support organizations to ensure that the priorities set forth by the Operations Facility Manager are planned, scheduled and resource verified to be executed in an efficient-safe manner.

Lead or assist with coordination and deconfliction of facility outages, ensuring activities are planned, scheduled, and deconflicted to support major facility outage.

Provide recommendations to division management for process improvements within the WMC.

Lead assigned process improvement efforts to drive innovation and future state of WMC.

Manage, react and coordinate resources to ensure that barriers within the facility are removed and that work is planned, scheduled and coordinated in an efficient manner with safety being the top priority.

Manage in a fast-paced environment and always striving for work execution process improvement within the respective facility and within the Work Management Center.

Demonstrate excellent leadership capabilities accompanied with strong written, oral and presentation skills.

Maintain staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing growth opportunities.

Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

Establish goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes.

Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.

Maintain quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system improvements.

Responsible for planning and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources.

Qualifications

Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.

Prior management experience is required.

Prior experience with DOE Nuclear Work Management and/or Work Planning is preferred, but not required.

Relevant Managerial experience in Work Management, Planning, Maintenance, operations or construction in a high regulatory industry or nuclear or military environment is preferred.

Strong interpersonal skills and ability to influence stakeholders and build strong collaborative relationships.

The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

TheU1a Facility is located in Area 6 in the forward areas of the NNSS.

Work hours for this position will be 4/10’s, Monday – Thursday (subject to change).

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707 14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $124,238.40 – $198,785.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
