Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Program Manager I will report to the Defense Nuclear Nonproliferation Programs Director within the Global Security Directorate. The Defense Nuclear Nonproliferation Programs leads integrated enterprise level science programs to detect foreign weapons activities, increase nuclear security, detect nuclear explosions, and sustain nonproliferation capabilities. The Manager in this role will provide direct ownership and accountability for all aspects of scope, cost, schedule and technical performance within their respective DNN Program portfolio.

Key Responsibilities

Direct all phases of program for a single customer (e.g., NA-20) with a combined value of <$50M (may be less based on complexity of scope, unique customer set, or visibility of program) from inception through completion. Program Management of a DNN Program portfolio, ensuring that commitments made to the sponsors and the institution are achieved. Integration, relationship development, and status reporting with National Nuclear Security Administration (NNSA) Headquarters customers and sponsors, Nevada Field Office, and Mission Support and Test Services, LLC (MSTS) Senior Leadership. Integration with partner and interfacing directorates/programs/projects to ensure collaborative and comprehensive approach to asset management and program execution. Development and implementation of long-term strategic plans that are integrated with mission requirements in support of future execution. Development of annual deliverables for programming and task planning. Identification of opportunities for additional funding, scope, and execution. Support of MSTS Project Delivery Initiative and Resources Demand Analysis deliverables. Within a Program Management framework, coordinate and lead cross-functional, multi-directorate initiatives to identify, prioritize, integrate and develop projects that drive modernization to ensure that assets are mission-ready for current and future work. Oversee the development and documentation of functional and operational requirements (F&ORs) with mission partners, facility tenants, end users, and stakeholders. Development and implementation of strategies to identify, manage and mitigate risk. Development and implementation of strategies to improve performance, streamline processes, leverage industry best practices and lessons learned to enhance the effectiveness and efficiency of company processes that support and enable operations, maintenance, and modernization. Identify program problems and develop/implement corrective actions. Lead/support implementation of key NNSA/sponsor initiatives. Qualifications Bachelor's degree in a related field or equivalent training and experience plus at least 11 years' related professional experience, which included at least 4 years' as a designated Program Manager. Department of Energy (DOE)/NNSA experience preferred. Experience with Defense Threat Reduction Agency (DTRA) and Nevada National Security Site (NNSS) Area 12 work is preferred. Must have knowledge and skills sufficient to lead the development of key program/project elements, schedule, cost, risks, and possess a strong understanding of program/project management concepts. Previous demonstrated program and project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints. Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives. Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed. Must possess excellent oral and written communication skills in order to effectively interface with all levels of the organization. Must treat all information and data within the scope of the position with appropriate confidentiality and security. The primary work location will be at the NNSS (located 65 miles northwest of Las Vegas, Nevada). This work is located in the forward area of the NNSS, specifically area 12, and daily travel is required. Work schedule for this position will be 4/10's, Monday - Thursday. During specific times of the year, this works requires weekend and after-hours work. Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must have a valid driver's license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
