Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

Occupational Safety is looking for a high performing individual with an attention to detail to join our team as a Principal Safety Specialist. This position will provide support to our Explosives Safety Program (ESP).

Key Responsibilities

Serve as the alternate MSTS subject matter expert (SME) for explosives safety matters.

Serve as the alternate MSTS Explosives Safety Authority Having Jurisdiction (AHJ).

Serve as the alternate MSTS voting member to the DOE/NNSA Explosives Safety Committee.

Provide interpretations to DOE-STD-1212-2019, “DOE Technical Standard Explosives Safety,” and the MSTS Explosives Safety Program document.

Provide explosives safety oversight at MSTS explosives facilities and operations.

Advise managers and employees and make determinations regarding explosives-related matters.

Resolve issues presenting a potential explosives safety concern.

Provide onsite hazard classifications (OHCs) for local onsite storage and transportation of explosives articles assembled onsite.

Perform explosives safety evaluations on electronic devices/equipment and radio frequency (RF) emitters assigned for use in explosives operating locations.

Review company documents, organizational procedures, standard operating procedures, instructions, hazards analyses, and checklists involving explosives related activities.

Review and approve hot work permits for explosives facilities.

Perform requisition compliance reviews involving explosives materials.

Review and approve temporary increases to personnel limits at explosives facilities.

Perform Explosives Safety Management Assessments/Surveillances.

Develop Quantity-Distance (QD) charts and Explosives Safety Site Plan (ESSP) packages for new and existing explosives facilities.

Train and qualify as an MSTS Unexploded Ordnance (UXO) Technician and OSHA’s Hazardous Waste and Emergency Response standard (HAZWOPER) worker to support the MSTS UXO Program. UXO Technician performs activities regarding recognition, reporting, marking, collection, and remediation using explosives applications of small arms ammunition, and expended and unexpended practice munitions, training devices, UXO, Material Potentially Presenting an Explosives Hazard (MPPEH), or other material or devices presenting an explosives concern at the NNSS.

Pass and maintain OSHA HAZWOPER Physical. UXO Technicians are required to undergo an annual physical examination.

Qualifications

Bachelor’s degree in occupational safety or related field or equivalent training and experience and at least 9 years of related occupational safety work.

Previous experience serving as Department of Energy (DOE) Explosives Safety Authority Having Jurisdiction (AHJ) or alternate

Graduate of a military Explosive Ordnance Disposal (EOD) school of the United States (U.S.) OR Graduate of a formal training course of instruction or EOD Assistant Course plus eight (8) years of combined active-duty military EOD and/or UXO experience in munitions response actions or range clearance activities.

Possession of in-depth knowledge of explosives safety requirements contained in DOE-STD-1212-2019.

Must possess independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems, compose technical correspondence and reports, and accomplish goals where established procedures may not be specific or do not exist.

Must be highly organized and able to prioritize and schedule multiple activities of the organizational unit.

Proficient using Explosives Safety Siting Application, Automated Site Planner.

Must possess excellent oral and written communication skills to promote accident prevention, conduct field and accident investigations, and coordinate the development and implementation of new or revised explosives safety procedures and techniques.

Must possess excellent interpersonal skills and ability to deal with all types of people in a tactful, professional, and effective manner while screening and maintaining confidentiality.

Able to deal with pressure of deadlines, heavy workloads, abrasive/unpleasant people, and constant interruptions.

Able to remember/recall extensive policies, procedures, terminology, schedules, personnel, and other details.

Attention to detail, and high degree of accuracy required in writing technical documents and ensuring all Company policies and procedures are followed.

The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

Work schedule will be 4/10s Monday through Thursday (subject to change).

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707 14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:$114,524.80 – $174,657.60.
