Responsibilities

The National Security Directorate FIE Operations Division, Mission Support Group, Threat and Credibility Assessment Team, is comprised of threat analysts, national security specialists, and polygraph examiners who provide expert assessment of the presence, credibility, and seriousness of threats to national security assets using data-informed approaches to facilitate strategic decision making. Subject matter experts within this team operate and execute the U.S. Dept. of Energy’s (DOE) Counterintelligence Polygraph Program. Polygraphers conduct examinations through agency requests, and provide subject matter expertise for credibility assessment research, development, testing and evaluation. In this position you will serve on a team as a field polygraph examiner for the DOE Polygraph Program and conduct Counterintelligence Scope Polygraph (CSP) examinations in accordance with the Code of Federal Regulations (10 CFR Part 709.3), the Federal Psychophysiological Detection of Deception (PDD) Examiner Handbook, and other guidance on polygraph examinations as prepared by DOE and the National Center for Credibility Assessment (NCCA). This position utilizes the Test for Espionage & Sabotage (TES) polygraph format.? Depending on project needs this position location will be in Albuquerque, NM or Washington, DC.

Develop creative or unique solutions to complex problems that may require modification or adaption of established policy and practice.

Independent contributor; fully functioning and knowledgeable of the theory and principles of the specialized field of polygraph examination.

Use innovative approaches to develop solutions to complex counterintelligence problems within established policy (e.g., PNNL, Dept. of Energy, and/or Dept. of Defense).

Work with assigned senior examiners to develop individual skills as a field examiner associated with conduct of counterintelligence polygraph examinations and mission planning.

Identify and make recommendations to resolve high risk issues affecting organizational or Laboratory strategy.

You will routinely make judgments from the interpretation of sparse guidance and inference to polygraph. You will apply broad knowledge of intelligence policies and directives with limited existing polygraph guidance to authorize or validate specific polygraph testing procedures best suited to the existing circumstances.

You will develop an appropriate plan of action from a variety of available options.

You will assess results and propose strategies designed to meet the unique requirement of individual cases and make subjective evaluations about the detailed procedures and actual methodology applied to the conduct of intelligence polygraphs.

You will report to the Threat & Credibility Assessment Team Leader and be accountable to the Polygraph Project Manager and Polygraph Project Lead.

You will be expected to contribute to mentoring and training of other staff.

This is a full-time, salaried, project-specific position. Future project funding and examination workload changes may result in a change of duty location.

Qualifications

Minimum Qualifications:

BS/BA and 9 years of relevant experience -OR-

MS/MA or higher and 7 years of relevant experience

Preferred Qualifications:

Experience in the Test for Espionage and Sabotage (TES) type format.

Graduate of the NCCA Psychophysiological Detection of Deception Program .

Four years or more experience in the counterintelligence polygraph field.

Technical proficiency of the professional skills and principles associated with polygraph.

Fully knowledgeable of all applicable polygraph methodologies including evaluation of polygraph charts (physiological data), test question construction, selection of test methodology, and effectiveness of post-test questioning.

General polygraph knowledge and expertise gained through subject areas such as law enforcement, counterintelligence investigations, pre-employment applicant screening, and/or polygraph testing.

Knowledgeable of federal polygraph standards and ability to interpret and apply standards to all federally recognized testing formats.

Knowledgeable of the current federal test data analysis (TDA) criteria and able to independently and objectively implement TDA procedures.

Knowledgeable of current polygraph theory and principles, and associated aspects of human psychology and physiology.

Proficient in identifying and mitigating the use of polygraph countermeasures.

Proficient in the use of the Lafayette computerized polygraph instrument; Windows 10 and Microsoft Office including collaboration platforms (i.e., MS Teams); and routine troubleshooting of polygraph instruments.

Self-motivated, possesses good judgment and decision-making, planning, teaming, and problem-solving skills.

Strong interviewing and interrogation skills and demonstrates excellent verbal and written communication skills.

Hazardous Working Conditions/Environment

This position requires the ability and willingness to travel for business purposes between 10% and 50% of the time, usually for 4-6 days per trip.

Position requires successful completion of an initial approximate 6-to-12-week certification training period which involves conducting approximately 25 exams under the supervision of Quality Control. At the conclusion of this training period, based on the demonstrated technical polygraph proficiency, professionalism and compliance to the DOE Polygraph Program standards, a formal recommendation for federal certification will be made to the DOE Intelligence & Counterintelligence. Without formal federal certification, the applicant would not be authorized to conduct DOE Polygraph directed exams. The training location would be at the discretion of project management.

Must meet continuing education requirements of the Federal Polygraph Continuing Education Certification Program within 12 months from the date of hire.

The work schedule is driven by project needs and must fall within the core business hours Monday-Friday between 6:30 A.M. and 5:00 P.M. Exceptions to this work schedule must be approved by both the Team Leader and Project Manager. The position requires occasional work or travel during Saturday or Sunday, and at irregular hours.

This position requires consistent on-site presence of the employee during the M-F work week. This is not a hybrid position.

Due to the nature of the polygraph examination, the position may be subject to stressful situations. You will be expected to manage those situations professionally and expertly to maintain security and safety for all involved and attain program goals.

Physical demands are limited to sitting, standing, talking, occasionally pushing/pulling/lifting up to 50 pounds and climbing multiple building levels via stairways. You will be required to speak clearly and articulately for long periods of time during polygraph interviews. You will be subject to the rigors of domestic travel.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.

Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
