Northrop Grumman Defense Systems is currently seeking a Manager 3 – Propulsion Engineering to join our Solid Propulsion Systems Engineering group at the Elkton, MD location.

The Northrop Grumman Propulsion Systems and Controls (PS&C) location in Elkton, Maryland designs and develops solid rocket motor solutions for various military applications, include hypersonic missions. This Elkton, Maryland site is comprised of engineering and administrative professionals, as well as a research, manufacturing, test, and delivery capabilities to support external suppliers and customers.

Elkton, Maryland is located in the Northeast, conveniently located within 1 hour of Baltimore, Maryland and Philadelphia, Pennsylvania. There are many land-based and water-based attractions in close proximity.

Job Description

As the leader of the Solid Propulsion engineering group, consisting of approximately 60 engineers and managers, you will be responsible for developing the strategy to support technology development, product innovation, market assessment, and growth of the Propulsion & Controls Operating Unit within the Propulsion Systems & Controls business unit. This position requires technical expertise in solid propulsion systems, including propellant, materials, and structural experience with a strong systems engineering approach. The position also requires proven product development experience with Department of Defense applications, experience with building customer relations, and a track record of successfully working with other functions and upper management in a team environment to accomplish business objectives.

Job Responsibilities

Managing execution of all solid propulsion efforts, with focus on technical excellence and balancing innovation, performance, risk, manufacturability/testability, schedule and cost objectives.

Working with Program Management and Business Development functions to develop and execute a strategic plan to continue the growth in this market area, including technical and programmatic approaches.

Creating a technical roadmap to identify key technology opportunities to drive innovation and development of new products and technologies.

Ensuring that we are appropriately staffed with the right talent and skill levels across the technical staff to support the programs and department budgets.

Mentoring and motivating to ensure a high performing team. This includes use of development plans, stretch assignments, 1:1 meetings and feedback, training, recognition, promotion/equity and other methods to develop and reward our engineering talent.

Setting and promoting high standards for quality and safety through peer reviews, process control, and performance feedback. Ensure compliance with all command media processes and standards in our technical solutions.

Taking a leadership role in solving significant technical issues. Working with chief/lead engineers to develop plans, resolve the issues, communicate the plan, ensure appropriate technical resources are applied, and advise senior management on progress.

Supporting program technical reviews, proposal reviews, or other technical meetings.

Maintaining state-of-the-art knowledge with respect to technology and engineering best practices through education, conferences, and trade shows.

Representing and communicating Northrop Grumman technical capabilities and technologies to build relationships with internal and external customers.

Success in this role will require sound scientific/technical judgment, innovative thinking and excellent interpersonal/management skills in order to plan, motivate and accomplish goals through your staff.

Basic Qualifications:

Bachelor’s degree in Engineering and 14 Years of experience or 12 years of experience with a Master’s degree in Engineering

Ability to obtain a DoD Secret Clearance which requires US Citizenship as a prerequisite

Strong technical background in solid propulsion design, development, manufacturing, integration, and testing

Must be a self-starter and possess the skills necessary to lead and motivate others, achieving results in a timely manner

5+ years of project or people leadership experience

Excellent oral, presentation, and written communication skills to all levels of an organization

Ability to travel (10-20%) to meet manufacturing team, current/potential customers, suppliers, and company leadership

Preferred Qualifications:

Advanced degree in Engineering

Extensive experience with design, development, and testing of solid propulsion systems

Active Secret or Top Secret Clearance

Experience in capturing new business through cross-functional collaboration

Demonstrated effectiveness in managing internal customer relationships, prioritization, and delegation

Ability to balance people management, technical/process management, and strategic/new business aspects of this position

This position falls under a Federal Explosives License issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for this location. Candidates hired into this role will be required to complete and submit an Employee Possessor Questionnaire to ATF for approval to be a possessor.

Salary Range: $178,500.00 – $267,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
