Summary This position is located in Pacific Island Network Inventory and Monitoring Program, in the Data Management Program. Responsibilities Assists in the design, development, and management of a database systems for the long-term maintenance, analysis and dissemination of natural resource-related data sets produced by past and forthcoming inventory and monitoring efforts. Works closely with park resource managers, scientists, GIS specialists, and cooperating personnel to evaluate legacy data, assure that relevant and useful data are acquired and integrated into the I&M program’s databases, and that such data complement existing park data systems. Integrates a variety of GIS and database management software, and when necessary, modifies or adapts standard software to meet program needs. Assists in the design and development of global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility. Recommends short-term network data management plans to implement standards, guidelines and protocols for the acquisition, dissemination, maintenance, and security of inventory and monitoring datasets collected under the network program. Assists in providing coordination, technical assistance, and direct professional and programmatic advice and support to network parks on I&M data management. Conducts portions of data management training and orientation sessions for network parks and others as needed. Develops and maintains effective working relationships with organizations, individuals, agencies, and the public to encourage and facilitate data procurement and sharing, and cooperative network, regional, and national data management strategies for I&M related data and information management needs. Develops and maintains professional relationships with other government and private agencies and organizations to facilitate data procurement and sharing, and cooperation on a variety of data and information management, GIS, research and resources-related projects. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver’s license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver’s license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-03/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. Basic Qualifications Requirements: You must meet one of the following basic qualification requirements below, for the Interdisciplinary Biologist/Ecologist (Data Management Specialist), GS-0401/0408-09. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: Basic Requirements for Biologist, GS-0401: Have successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include academic transcripts with your application package. -OR- Have a combination of education and experience. Courses equivalent to a major, as shown above; PLUS, experience directly related to the position being filled and/or additional related education. The quality of the combination of education and experience must demonstrate that you possess the particular knowledge, skills, and abilities required to perform the work of the position to be filled and equal 100% of the requirement when combined. Basic Requirements for Ecologist, GS-0408: Have successfully completed a degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical science. You must include academic transcripts with your application package. In addition to the above, applicants must also possess the following: To qualify for this position at the GS-09 grade level, you must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade level, GS-07, in the Federal service (obtained in either the public or private sectors). Specialized experience is experience (1) managing database systems for the long-term maintenance, analysis and dissemination of natural resource-related data sets produced by inventory and monitoring efforts; (2) performing data quality review and verification to confirm that data are complete and meet standards for distribution and archiving; (3) coordinating data uploads; data manipulations; and assisting staff with special data requests; and (4) implementing standards, guidelines and protocols for the acquisition, dissemination, maintenance, and security of inventory and monitoring datasets collected under the network program. -OR- EDUCATION: I possess 2 years of progressively higher-level graduate education leading to a master’s degree or master’s or equivalent graduate degree in the fields described in Basic Qualifications for Biologist / Ecologist above. -OR- COMBINATION: A combination of successfully completed higher level graduate education and specialized experience to meet the total qualification requirements for the grade level specified above. This is computed by first determining your total qualifying experience as a percentage of the experience required for the grade level (e.g. 6 months specialized experience = 50%); then determining your education as a percentage of the education required for the grade level (e.g. 1 year of creditable graduate level education = 50%); and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: The work is often sedentary; fieldwork may occasionally require some physical exertion such as long periods of standing, walking over uneven terrain. Working Conditions: A majority of the work is performed in an office setting with adequate light, heat and ventilation. Occasional field visits may create exposure to a variety of physical settings and may require adequate clothing. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months.
