Responsibilities You will assess a work-life services program to identify trends and organizational needs to support the community (e.g., military or civilian). You will conduct program planning meetings with staff to consolidate, integrate, and coordinate efforts to enhance social service delivery to customers. You will deliver briefs or presentations regarding strategic plans and recommendations concerning human service programs and issues. You will interpret laws and regulations to comply with established provisions governing clinical services or counseling to prepare local needs assessments to meet military and community needs. You will recommend social service delivery changes to comply with changes in mission goals and objectives or regulations and laws. You will develop reports, information papers, and talking points in a professional manner based on sound empirical research. You will apply expert knowledge of Navy/military organizations, and specifically, the psychological and socio-economic factors affecting command and mission readiness and the impact of individuals and families within the military community. Requirements Conditions of Employment Qualifications In addition to the basic requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing social/human services in accordance with state, federal and municipal human service laws, programs, polices and directives; 2) Developing and managing techniques required to direct complex, simultaneous processes and systems (i.e. Military and Family Support Centers/Fleet Family Support Centers); 3) Using knowledge of social science research methodology, strategies, sampling, techniques, and research report preparation in preparing local needs assessments to meet military and community needs; 4) Supervising/leading subordinate staff and addressing personnel concerns, while adhering to Equal Employment Opportunity and Safety policies and procedures; 5) Providing support in development, procurement, award, and administration for military support/human services contracts to ensure programs meet the needs of military personnel and their families. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Basic Requirements: Have successfully completed a behavioral or social science degree, or a degree in a related discipline appropriate to the position being filled. OR Have a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Have four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time without notice. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
