Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), Command, Control, and Navigation Systems Product Line (C2PL), Navigation Branch (NAV)located in Portsmouth, Virginia. Responsibilities You will serve as an IT Cybersecurity Spec (PLCYPLN-INFOSEC) and be responsible for managing information technology projects. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviewing current operational, functional, and system level requirements to recapitalize and sustain CG navigation/radar systems. Ensuring the requisite funding is requested for assigned projects through rigorous project and budget management, to include preparation of IT acquisition packages, evaluating and projecting system lifecycle costs, and ensuring projects remain on track for cost, schedule, and performance. Evaluating need to recapitalize unsupportable CG Navigation/radar IT systems and ensure continuity of operations through fielding CG IT systems that meet applicable requirements. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position Recruitment Incentive – Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. “Newly appointed” refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government. Relocation Incentive – Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 10% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment. Student Loan – Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement. This is not a Bargaining Unit position. Qualifications To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Preparing and submitting artifacts for successful contract awards in procuring IT Navigation systems; and Reviewing operational & functional IT requirements to aid in the oversight and development of system level IT requirements with the goal of fielding CG enterprise IT radar systems to that meet operator needs; and Conducting annual budget analysis/review to prepare for out-year IT radar project work and ensure all lifecycle costs are clearly defined and conveyed to CGHQ; and Development of CG IT Navigation spend plans and Life Cycle Cost Estimates (LCCE’s). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
