Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INTELLIGENCE OPERATIONS SPECIALIST, Position Description Number D1247000 and is part of the HI JFHQ G3, National Guard. LOCATION: Joint Forces Headquarters – G2, Hawaii Army National Guard, Kapolei, Hawaii Responsibilities SUMMARY OF DUTIES: The purpose of this position is to serve as the State Joint Director of Intelligence and Security, responsible for providing leadership and administrative control over the J-2 functions of the state. The incumbent serves as the principal staff officer and primary advisor to the Adjutant General, the Joint Chief of Staff, and Joint Force Headquarters (JFHQ) Commander, for intelligence related matters to include, but not limited to joint intelligence policy and programs, current intelligence and foreign threat information, situational awareness, intelligence oversight, as well as security related matters including personnel security, information security, and policy and oversight authority for communications security and physical security of arms, ammunition, and explosives. Further, is the program manager for interagency coordination for information sharing arrangements between JFHQ-ST and organizations such as State/Local Law Enforcement Agencies (LEA), State/Local Emergency Responders, NGB, and national level agencies involved in Homeland Security to include Department of Homeland Security (DHS) and the Federal Bureau Investigation (FBI). Serves as principal advisor to the Adjutant General concerning all intelligence, OPSEC, and Anti-Terrorism/Force Protection (AT/FP) related matters and is required to provide classified briefings to the State Governor as dictated by various threat situations. Plans, directs, and evaluates all joint state intelligence programs and activities. Establishes, reviews, and revises policies, procedures, standards, and mission objectives associated to intelligence related programs to eliminate barriers to mission accomplishment. Develops through coordination with other staff directorates, higher headquarters and state/local officials, the commander’s critical information requirements based on assessments of local, national and international developments, and any new phenomena. Evaluates overall operational effectiveness and adequacy of the State’s National Guard intelligence units and sections in terms of their assigned missions. Provides consultation and guidance on broad questions concerning intelligence procedures and programs to state military division commanders, directorates, military organizations, and subordinate staff to include direction and guidance regarding scope of intelligence problems, pertinent mission related issues, possible threats, and possible lines of attack, while providing guidance on available references and precedents, mission essential objectives, and security considerations. Serves as the channel of communication for the Adjutant General to U.S. Northern Command (NORTHCOM). Performs other duties as assigned. GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE: Must have at least 1 year equivalent to at least next lower grade level of experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. *4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. Final selection will be based upon qualifications, suitability, and available manpower resources. g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization. h. Financial Suitability – It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual’s employment experience will be used only to determine the person’s qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual’s personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination. i. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. j. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. k.T32 Technicians who currently have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be affected at any time without adverse action procedures. l.T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. m. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
