Description

The Enterprise GIS Team within the Department of Innovation and Technology exists to serve City of Detroit residents by leveraging geospatial technology and data to empower effective city operations, informed decision making, awareness, and innovation. We believe in an open, inclusive, and local approach that is responsive to the needs of our partner departments and city residents.

The selected candidate will serve on the Enterprise GIS Team. Duties will include acting as GIS Platform Administrator, architecting and maintaining the City’s enterprise mapping environment (ArcGIS Enterprise, ArcGIS Online, and other components), as well as other GIS-related items as assigned. This role involves close coordination with the Server Team on IT infrastructure, the Data Strategy & Analytics Team on data warehousing and governance, and the Cyber Security Team. This is an experienced level position requiring proficiency in user/data administration and policy (front end), ArcGIS Enterprise configuration and maintenance (back end), cross-functional teamwork/collaboration, and customer service.

The Geographic Information Systems (GIS) Analyst III is an experienced level information technology professional located in the Department of Innovation and Technology that maintains, modifies or uses GIS databases, performs custom application development and provides user support. As a GIS Analyst III, work is independently planned and carried out in conformance with accepted policies and practices. The GIS Analyst III adheres to instructions, policies, and guidelines and exercises judgment to resolve commonly encountered work problems and deviations. The work performed by GIS Analysts primarily involves designing and improving the GIS database, coordinating updates and changes while ensuring accuracy and completeness. GIS Analysts work with related software and programs to create and maintain data and/or maps that can be combined with geographically referenced data. GIS Analysts provide technical customer support to internal and external users and provides training and mentoring on advanced skills and mapping techniques such as editing, quality control, geocoding, data conversion, and error reconciliation.

Examples of Duties

Designs or prepares complex graphic representations of GIS data, using more advanced GIS hardware or software applications

Analyzes extensive GIS data to identify spatial relationships or display results of analyses, using maps, graphs, or tabular data

Designs or coordinates the development of integrated GIS spatial or non-spatial databases; Maintains or modifies existing GIS databases

Enters data into GIS databases, using techniques such as coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning or automatic conversion to vectors, or conversion of other sources of digital data

Reviews existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation

Performs advanced geospatial data building, modeling, or analysis, using advanced spatial analysis, data manipulation, or cartography software

Selects cartographic elements needed for effective presentation of information

Maintains a high-level understanding of City Master Plan amendments, zoning and land use regulations, and architectural design standards

Incorporates substantial knowledge and expertise of planning data (census, demographic) into work product as applicable

Develops presentations to be released to the public for community input

Provides advanced technical support to users regarding the maintenance, development, or operation of GIS databases, equipment, or applications

Develops applications documentation, user training materials, and quality control procedures

Trains users in the use of GIS and related software, workstations, printers, and plotters, digitizing tablets and tables, and GIS networking systems

Performs special projects and other duties as assigned

Minimum Qualifications

A bachelor’s degree in computer science, information systems, programming, systems analysis, geographic information science, engineering, communications, or a related field of study.

Minimum of three (3) years of experience in systems analysis, computer science engineering, programming, information security management, or geographical information systems analysis.

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

In addition to completing all components of the pre-employment process, all candidates considered for positions in the Department of Innovation and Technology must successfully complete an extensive criminal background check, including a Federal Bureau of Investigations (FBI) criminal history check (Live Scan fingerprinting).

PHYSICAL DEMANDS

The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Some GIS Analysts may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.

WORK ENVIRONMENT

Work is performed in a comfortable office environment, which is appropriately lighted, heated and, cooled. The work environment contains no significant hazards. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. The GIS Analyst may encounter individuals that are upset.

During extended periods each year, GIS Analysts may be required to work considerable overtime.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

Completion of thirty (30) years of service;

At age sixty (60) if you have at least ten (10) years of service, or

At age sixty-five (65) with eight (8) years of service.

In the event of disability, other eligibility rules apply);

An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;

Employees are vested after ten (10) years of service, regardless of age.
