Summary This position is located within the Greater Los Angeles (GLA) Healthcare System, Los Angeles, California. The incumbent serves as a General Engineer, Project Manager and Project Planner under the supervision of the Chief, Project Section within Engineering Service. The incumbent may also work for the Strategic Planning Section under the supervision of the Chief, Strategic Planning. Responsibilities Duties include but are not limited to: Serves as a project manager, responsible for the overall management, control, coordination and execution of assigned construction programs and projects to include space utilization and capital asset improvements. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Negotiates and integrates all station functions (i.e., clinical, administrative, safety, planning, construction, contracting, etc.), customer needs, regulatory requirements, and other agencies’ commitments in support of assigned projects into a comprehensive management plan. Responsible for reviewing drawings and documentation submitted by consultants and GLA’s master plan developers of EULs to SHPO, overseeing and reviewing documentation submitted to EPA on behalf of GLA for approvals, and overseeing all Environmental Management activities including Hazardous Material Abatement for compliance. Provides input to the station operating budget related to projects assigned. Identifies strategies to resolve problems related to their assigned programs/projects. Establishes deadlines, oversees work production by consultants, communicates project status with clients and senior management. Coordinates and helps contracting officer in negotiations during project modifications. Leads on a rotation and participates in the Construction Safety Committee consisting of multi­ disciple and multi-service integrated team to inform on safety issues, develops safety criteria, provides training to team, and takes disciplinary action on non-compliance. Allocates project funds to contractor, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained. Establishes the technical framework and guidance for accomplishment of objectives within the station’s in-house capabilities. Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction. Plans specific objectives for the program, including required innovations and improvisations. Prepares detailed cost estimates for use in obtaining project funding and bid evaluation. Prepares correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project assignments. Provides data and analysis of capital asset utilization and space needs as they relate to gaps in clinical, operational and facility Programs As the Integrated Project Team (IPT) Design Manager, incumbent coordinates the planning, design, cost engineering, construction, and environmental considerations, etc., for construction projects varying scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public/regulatory issues. Typical project assignments include new clinics, state-of-the-art operatory, multi-story buildings, large medical equipment installation, new roadways with rights­ of-way, and operations and maintenance aspects of projects. Conducts high-level space/capital asset utilization and needs assessment studies based on Facility Master and Strategic Plans. Represents the station and serves as the station’s primary point of contact for assigned projects with customer(s), Federal, State, and local government agencies, other external organizations and higher authorities. Prepares various reports such as the Environmental Liability and Deferred Maintenance quarterly report, project status reports, project planning or execution reports, project capitalizations, Work in Progress (WIP). Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).3. Education Requirement: Healthcare Engineer candidates must meet one of the following education and/or registration/licensure requirements: Bachelor’s degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; ~OR~ Evidence of passing the Fundamentals of Engineering Examination with a bachelor’s degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; ~OR~ Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: For a Healthcare Engineer, GS-12: Experience: One year of experience equivalent to the next lower grade. (GS-11) Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: (a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment. (b) Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. (c) Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards. (d) Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures. (e) Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. (f) Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
