Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services, and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies and incorporating them into daily operations to meet agency objectives and goals.

The NYCEM Geographic Information Systems (GIS) Unit produces reliable location-based information through the integration, analysis, and visualization of essential data distributed in the form of maps, datasets, summary metrics, and associated applications.

NYCEM has an exciting opportunity for a motivated GIS Program Manager to join the Geographic Information Systems (GIS) Division at New York City Emergency Management (NYCEM).

Under the supervision of the Director, GIS Data Development, the selected applicant will be a Geospatial Analytics Program Manager (PM) working to analyze, visualize, and report on geospatial information to support the work of the agency’s executive, planning, and operations staff. The PM will perform data acquisition, QA/QC, data maintenance, and data management tasks on the Public Safety GIS Data Center team. The selected applicant will also make maps and data products in support of preparedness and response operations. The PM will also work on GIS tools, including Python tools for geospatial data science. In addition, the selected applicant will:

Perform analysis on geospatial data to produce accurate, actionable, and insightful resources

Research, recommend, and implement strategies to improve geospatial analytics capabilities

Identify and acquire citywide data resources from partner agencies, geospatial data services, and NYC Open Data

Perform data processing, QA/QC, metadata creation and related processes to operate and maintain the Public Safety GIS Data Catalog

Manage and maintain Data Center documentation per division standards

Work with storm surge and other hydrological data to support planning and response

Contribute to the production of scripts, models, and tools in a GIS environment

Contribute to requirements definition, design, and testing for GIS applications

Accept ad hoc rapid data acquisition, mapping, geospatial analysis, and reporting requests

PREFERRED SKILLS

Demonstrated proficiency with Esri desktop products (ArcGIS Pro) and cloud tools (AGOL)

Demonstrated experience working with geospatial data types

Proficiency with geostatistical tools and methodologies in analyzing spatial and tabular data

Experience with SQL query language and relational databases (e.g. SQL Server, Oracle, PostgreSQL)

Experience with Python, ArcPy, Geopanda, and R

Skills and experience working with storm surge and/or other hydrological data sources

Familiarity with ArcGIS Online capabilities and GIS application development

Experience with ServiceNow or similar work order management systems

Strong understanding of SharePoint, MS Power Platform, and Microsoft Online products

Experience with HTML, CSS, and/or JavaScript is a plus

Ability to thrive in an agile, fast-paced mapping and data management environment

Demonstrated experience working with technical and non-technical staff

Strong initiative and ability to perform duties with little supervision

Ability to identify needs of end users and communicate possible solutions to them

Strong organizational and project management skills

Ability to handle multiple projects simultaneously under tight deadlines

Ability to collaborate effectively within a team environment

In addition, the selected candidate will be able to demonstrate a proven ability in the following areas, from the agency’s performance management model:

ADDITIONAL INFORMATION

The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Funding – This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension.

The “Special Note” under the Minimum Qualification Requirements does apply in this case.

Qualifications

A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in “1” above; or

A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in “”1″” above.
