Summary This position is located in the Department of Justice (DOJ), Drug Enforcement Administration (DEA), Intelligence Division (NC), Program Management and Budget Section (NCM), Budget Unit (NCMB) located in Arlington, VA. As a Financial Analyst, the incumbent is responsible for the review and analysis of the budget planning, financial management, and support programs carried out by the Intelligence Division. Responsibilities As a FINANCIAL ANALYST, your typical work assignments may include: Serves as a financial expert on budgeting and financial management issues and activities. Provides expert technical advice and consultation concerning the Intelligence Division’s budgetary items. Prepares recommendations to resolve problems in current programs, defines criteria for new management programs, establishes uniformity of guidelines, and where weaknesses are identified recommends solutions based upon sound management practices. Provides the Intelligence Division with recommendations for funding requirements for Intelligence programs. Serve as the NC expert on DEA Purchase Card procurements. Must apply Federal Acquisition Regulation (FAR) Required Source Regulations which mandate the requirements that must be filled. Places orders and monitors expenditures using the DEA Purchase Card. Plans, directs, implements, and perform overall administration of a myriad of management, analysis and advisory functions in support of NC programs. Devises and develops detailed plans, goals, and objectives for the long-range implementation and administration of major Intelligence Division programs. Conducts analyses and recommends actions to the NCM Section Chief on matters of policy assessments, financial forecasting, program planning and evaluation, establishment of program priorities, and related business activities. Provides expert analytical, evaluative, and consultative services to NCM leaders on a wide range of organizational, structural, process, and resource issues. Performs studies, analyses, and evaluations of administrative regulations, procedures and policy directives to determine applicability. Reviews and makes recommendations for the implementation of new policies and procedures based on the needs of the organization. Advises and recommends innovative approaches for avoiding and/or resolving problems and reducing conflicts. GS-12: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent GS-0501-11. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: managing and analyzing large volumes of budget data; interpreting complex rules and regulations to resolve problems; providing recommendations and guidance; analyzing budget reports and making formal and informal presentations.
