The primary purpose of this position is: To serve as the Executive Support Specialist for the Commander, Deputy Commander, or Executive Director at the MAJCOM, NAF, FOA or DRU. Conducts comprehensive analyses of a wide diversity of organization functions and processes. Responsibilities GS12/13 Identifies and analyzes key issues, develops strategies, and advises Commander and senior leadership on recommended courses of action on a broad variety of topics related to MAJCOM, NAF, FOA or DRU functions. Uses quantitative and qualitative analytical techniques, knowledge of management processes and techniques to improve support systems and assigned programs. Serves as Project Officer for Commander directed initiatives and special interest items. Participates in special projects and initiatives and performs special assignments as requested. Coordinates review of higher level taskings, identifies best course of action, potential problems, and recommends MAJCOM, NAF, FOA or DRU response. Performs high-level integration of analytical and time sensitive staff activities. Requirements Conditions of Employment Qualifications This vacancy is being re-announced. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0301, Miscellaneous Administration and Program Series. SPECIALIZED EXPERIENCE FOR GS 12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working with mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events. Knowledge strategic plans and strategic planning processes in order to develop short- and long-range planning guidance in accordance with USAF and command policies and objectives. SPECIALIZED EXPERIENCE FOR GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge is applied when assessing programs/projects, analyzing findings and making recommendations on substantive operating programs. The work requires skill in preparing staff reports/briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Extensive knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time–in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-12/GS-13: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods, 3. Knowledge of and skill in designing and conducting comprehensive studies, and developing solutions to broad operational and contingency areas. 4. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. 5. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. 6. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization’s efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated Special-Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special-Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
