Summary This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Workforce Investment. OWI is responsible for implementing an integrated national workforce investment system that supports economic growth and provides workers with the information, advice, job search assistance, supportive services, and training for in-demand industries and occupations needed to get and keep good jobs. This position is not in the bargaining unit. Responsibilities OWI is a multi-layered organization comprised of five divisions and multiple teams and units. As an Executive Assistant, you will perform the following duties in support of OWI: Actively participate with the office executives and key staff in significant management planning, policy and decision-making sessions as well as in the implementation of efforts to enhance awareness and involvement on the part of grantees and the private and public sectors in the furtherance of the overall goals and special program initiatives. Recommend options during exploratory and formative stages of managerial planning and policy formulation. Advise the office executives and key officials on the uses and limitations of the array of available administrative management techniques and the probable consequences of possible choices and decisions. Perform supervisory duties for a small contingent staff less than 20% of time to include: plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Serve as a consultant, provide technical assistance, and manage key administrative functions programs. Provide liaison and manage administrative functions, such as human resources, operating budget, travel, supplies, contracting, training, awards, etc. Develop or assist in the development of courses or plans of action for accomplishing assignments. Investigate issues to establish the nature and scope of identified problems and recommend methods and techniques to be utilized to resolve them. Identify and develop ways to resolve problems and work cooperatively with key players to arrive at mutually acceptable corrective actions. Represent and speak for the office executives in both formal and informal circumstances. May perform public information duties. In meetings with high-level public and private sector officials, take actions or make commitments which reflect the goals, objectives, and views of the office executives. Report on both the status of projects and activities as well as the effectiveness of the operational components. Possess the ability to effectively summarize information and present data graphically, as well as the skill to explain complex technical information regarding programs and processes to internal and external parties with different levels of comprehension. Develop and present spreadsheets, presentations and study formats for use by others that advance the business objectives of the office and supports its plans and goals. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for the Executive Assistant, GS-301-14, as described below. Applicants must have 52 weeks of Specialized Experience equivalent to at least the next lower grade level in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-13). IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Actively participating with senior level executives and key staff in planning, policy, and decision making for implementation; and 2. Advising senior level executives on management or administrative matters, often of a confidential nature; and 3. Providing senior level executives with assistance in managing human resources functions, procurement, and those related to travel; and 4. Working collaboratively and maintaining cooperative relationships with management officials in a multi-layered organization comprised of a front office, several divisions, and multiple teams/units. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. Supervisory Financial Disclosure (If applicable): This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL.
