The Director of Engineering reports to the Regional Director of the Southeast Louisiana Flood Protection Authority-East (SLFPA-E), and is responsible for overseeing, directing, and managing all activities and functions related to levee safety, planning, engineering design and analysis, construction, emergency planning and response, and permitting. The Director of Engineering directly supervises the Chief Engineer, the Director of Maintenance, the Director of Operations, the professional engineering staff (including the Design Engineer and Levee Safety Engineer), the GIS Supervisor and administrative staff.

SLFPA-E is responsible for the operation and maintenance of the hurricane protection system (Lake Pontchartrain and Vicinity Hurricane Protection Project), Mississippi River Levee system and internal levees for Orleans (East Bank), Jefferson (East Bank) and St. Bernard Parishes, as well as coastal restoration. The hurricane protection system includes over $7 billion in improvements and new construction under the Hurricane and Storm Damage Risk Reduction Project (HSDRRS), which have been entirely turned over to the SLFPA-E and levee districts for operation and maintenance. Additionally, since 2018, the SLFPA-E has been responsible for operation and maintenance of the Permanent Canal Closure and Pumps, PCCP, at the London, Orleans, and 17th Street Outfall Canals.

The levee districts under the SLFPA-E jurisdiction operate, maintain and monitor over 190 miles of levees/floodwalls, 5.4 miles of seawall, seven flood control structure/complex navigation gates, 244 floodgates, and three PCCP stations. The incumbent provides technical input and reviews all projects within the jurisdiction of the SLFPA-E. The incumbent directs the engineering functions for the levee districts, trains and provides technical supervision of levee district engineers and oversees the engineering and operations functions, and monitoring of the flood protection system and its various components. The magnitude of the flood protection system and the complexities of operating and monitoring such a system dictate the need for a number of specialized engineering services, which must be outsourced. The SLFPA-E maintains a pool of consultants retained under Indefinite Delivery-indefinite Quality (ID-IQ) contracts to provide civil, structural, mechanical, hydraulic, coastal, and geotechnical engineering services as well as inspections and surveying services. Specialized engineering services that do not fall under these categories are outsourced under Professional Service Agreements. The failure to effectively operate, maintain and monitor the flood protection system can potentially result in catastrophic loss of life and property.

The incumbent must have a current Louisiana license to practice professional engineering plus 10 years of experience in the planning, design, construction, operation and maintenance of levee systems and related flood defense infrastructure.

Duties and Responsibilities:

35% – Flood Defense System Safety

Has primary responsibility for the integrity and performance of the SLFPA-E’s flood defense system.

Directs and oversees the inspection of the entire flood defense system, including the HSDRRS and MRL components, and encompassing levees, floodwalls, floodgates, sector gates, valves, internal drainage features, and pump stations.

Ensures levee system inspections are conducted in accordance with required timelines, and results are distributed to appropriate internal staff and state and federal agencies.

Reviews all inspection reports to assure the information contained therein is accurate.

Reviews results of levee inspections and ensures repairs are properly scheduled and monitors progress and completion of required repairs. Coordinates with the Director of Maintenance and the Director of Operations.

Directs and oversees damage assessment activities after emergency events and schedules and monitors required repairs.

Manages compliance inspection activities related to USACE levee system construction projects and engages USACE and CPRA when required to resolve issues.

Plans and completes requirements to maintain FEMA National Flood Insurance (NFIP) Levee System Accreditation.

Coordinates and assists CPRA with the planning and periodic updating of Hurricane Storm Surge analysis for southeast Louisiana.

Directs and oversees the granting of levee permits.

Directs the operation of the Bayou Bienvenue, Bayou Dupre, and Caernarvon Control Structures during high tide events not associated with tropical cyclones. Coordinates with the Director of Maintenance and Director of Operations for staffing.

Responsible for the permit process including levee safety permits, operating permits, and access letters.

Reviews designs, plans, specifications, and operations and maintenance manuals produced by the U.S. Army Corps of Engineers (USACE), LA Coastal Protection and Restoration Authority (CPRA), Department of Transportation and Development (DOTD) and other governmental entities and consultants and submits comments and corrections to the appropriate Federal/State partnering agencies.

Supports Regional Director and the SLFPA-E’s Communications Officer/Contractor to establish and implement programs that include public outreach, promote public awareness of our flood defense system, and provide actions that individuals can implement to reduce their flood risk.

35% Project Management, Engineering, and Construction:

Directs and manages all projects related to flood defense system including planning, design, construction and project closeout.

Supports administrative facility planning, design, construction, and closeout.

Responsible for establishing project schedules and project budgets.

Responsible for managing the Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract and Task Order award process for professional services.

Recommends selection of consultants for professional services and develops the technical scope of work.

Oversees the review of designs, project plans, specifications, cost estimates, bid documents, and provides comment and corrections.

Directs and oversees the review of consultant and contractor submittals including payment requests, work quantity to date, and contract deliverables for compliance with contract documents.

Directs and oversees the acquisition of permits required from outside agencies.

Conducts meetings with engineering staff, consultants and contractors to monitor the progress of work and project costs to assure compliance with professional service and/or construction contracts, and institutes corrective measures to remain on schedule and within budgeted costs.

Reviews and recommends approval of change orders.

Recommends project closeout when all work is satisfactorily completed.

Participates in meetings with the USACE, CPRA, DOTD, and various other Federal and State agencies regarding the planning, construction, and inspection of the Hurricane and Storm Damage Risk Reduction System (HSDRRS) and the Mississippi River Levee Systems (MRL).

Monitors the status of ongoing federal projects and prepares reports for the Regional Director

Monitors the status of responses to submitted comments and corrections.

Oversees the preparation and submission of Project Distress Reports for the HSDRRS Projects completed by the USACE and tracks their status.

10% – Administrative

Works closely with the Regional Director to carry out the SLFPA-E’s mission and accomplish the goals and objectives established in the agency’s Strategic Plan.

Provides regular reports to the Regional Director regarding the condition and status of the Authority’s flood defense system and ongoing engineering and construction projects including monthly status reports.

Approves expenditures related to the engineering, operation and maintenance functions of the Authority.

Works as a team member with Authority staff across the organizational structure to accomplish the goals, objectives, and directives of the Board of Commissioners.

Fosters a professional workplace environment within the Engineering Group, striving to maintain high workforce morale and pride in accomplishment.

Plans for the transition of senior engineering and operations responsibilities by training and developing mid-level staff to be prepared to assume senior-level positions upon the retirement or departure of senior staff.

Is responsible for the performance and the professional training, development, and advancement of engineers and supervisors in his/her chain of command.

Coordinates with the Public Information Director and conducts tours of the HSDRRS.

Conducts performance evaluations and planning sessions with subordinates using the Planning, and Evaluation System (PES).

Implements technological improvements to increase safety, efficiency and effectiveness of engineering and O&M activities, and to monitor the status and performance of our flood defense infrastructure.

10% – Coordination with other Agencies

Acts as a liaison with federal agencies including the U.S. Army Corps of Engineers (USACE), the U.S. Coast Guard (USCG), and the Federal Emergency Management Agency (FEMA).

Acts as a liaison with State and Local Agencies, including the Louisiana Coastal Protection and Restoration Authority (CPRA), the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), Jefferson, Orleans and St. Bernard Parishes, and the Port of New Orleans/Public Belt Railroad.

Meets with members of Congress and their staff, the members and staff of the U.S. Senate Committee on Environment and Public Works, and the members and staff of the U.S. House Committee on Transportation and Infrastructure to provide information pertaining to levee safety and the needs of the Authority’s flood defense system.

Meets with local elected officials to provide updated status of the levee systems and coordinate the flood defense activities of the Authority with those of local governments.

5% – Geospatial Engineering and Property Information

Supervises the SLFPA-E’s Geographic Information System Requirements (GIS), including property boundaries, legal descriptions, permitted utility crossings, construction drawings, rights-of-way drawings, and creation of maps to aid in the operation and maintenance of the levee system.

Supervises the SLFPA-E’s record retention system and document tracking system as developed by the GIS staff.

Responsible for maintaining records of all SLFPA-E owned property and in coordination with Executive Counsel to resolve areas of uncertainty.

5% – Emergency Operations

Assumes the role of Deputy Incident Commander during emergency response activities and implements the SLFPA-E’s emergency operations plan.

Coordinates emergency planning, exercises, and response and recovery activities with USACE, USCG, FEMA, CPRA, the National Weather Service (NWS), and state and local emergency operations centers.

Directs and oversees the annual update to the SLFPA-E’s Emergency Operations Manual.

Conducts emergency exercises with appropriate SLFPA-E staff and outside agencies.

Maintains an inventory of supplies and equipment needed for emergency flood events and replenishes stock items as required.
