Job Description

The Deputy Director of Emerging Technologies and Digital Transformation will oversee the development, maintenance, and support of core business systems such as Geospatial Solutions, Gwinnett County Website, Public Safety Solutions, and Planning & Development and Permit Management Solutions. This position will report to the CIO/Department Director.

Essential Duties

Technology Innovation: Identifying opportunities and risks, recommending, developing, implementing, and supporting industry-leading digital and technology solutions. This includes articulating the business value of technology and aligning technology objectives with county strategies.

Technology Leadership: Sharing knowledge, mentoring, and educating management, staff, and partners regarding the county’s technological vision, opportunities, and challenges. This involves managing IT-business relationships and translating business strategy into technology strategy.

Strategic Innovation: Serving as a critical resource and subject matter expert in the discovery, evaluation, and selection of innovative technologies. Supporting digital transformation and data-first decision-making across the organization.

Revenue Generation and Cost Savings: Identifying, initiating, and driving revenue-generating, cost-saving, and groundbreaking new ways for the county to innovate.

Facilitation of Ideation Sessions: Helping product and brand teams understand technology opportunities and manage additional work needed to refine solution hypotheses before they are ready for preliminary assessment.

Technology Strategy Development: Contributing to the development of an integrated technology strategy and ensuring digital transformation is taking place across various projects.

Innovation Proof-of-Concepts: Building and maintaining a pipeline of innovation proof-of-concepts and pilots, partnering with vendor strategic partners on innovation projects.

Business Case Development: Developing business cases to support proof of concept, monitoring progress, measuring outcomes, and evaluating proof of concept success.

Regulatory Compliance: Ensuring adherence to regulatory requirements such as PCI, HIPAA, and others.

Public Speaking Duties

Sharing Knowledge and Educating: The Deputy Director is responsible for sharing knowledge, mentoring, and educating management, staff, and partners regarding the county’s technological vision, opportunities, and challenges. This involves presenting complex technological concepts in an understandable manner to various stakeholders.

Facilitating Ideation Sessions: The Deputy Director facilitates ideation sessions to help product and brand teams understand technology opportunities. This includes leading discussions, presenting ideas, and guiding teams through the process of refining solution hypotheses.

Representing the Organization: The Deputy Director serves as the face of the organization to the emerging technology and digital industries. This includes speaking at industry conferences, public forums, and other events to represent Gwinnett County’s technological initiatives and innovations.

Other Job Requirements/Information

This job is a civilian position in either a public safety department or in Information Technology with close ties to public safety. Due to the sensitive nature of this position, a public safety background which may include motor vehicle & criminal histories, and fingerprinting.

This job may require on-call rotation and emergency after hours, weekends, and/or holidays.

Grade

The grade for this position is 304. Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications

Bachelor’s Degree Information Systems, Business Administration, Electrical Engineering, or in a closely related field AND

Nine years of progressively responsible experience in Technology Innovation, IT Systems Implementation, IT Systems Management , including two years at the Division Director level;

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

Preferred Qualifications

Master’s Degree in Information Systems, Business Administration, Electrical Engineering, or in a related field AND

Ten years of Technology Innovation, IT Systems Implementation, IT Systems Management

Two years of Division Director level experience

Certifications in ITIL, COBIT, PMP

Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
