This is a multi-faceted Industrial Program Security Manager position supporting multiple Special Access Programs (SAP).  Must possess an existing Top Secret clearance and SSBI/PR within 6 years. This multi-faceted security position will be responsible for all aspects of Security as a Contractor Program Security Officer (CPSO) and Program Security Manager.  Responsible for providing oversight, management, and implementation of contractual security requirements for engineering development labs and multifunction facilities utilizing the National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 series, the ICD-705, and Joint SAP Implementation Guide (JSIG). Ability to understand and proactively partner with key leadership personnel at all levels, in full support of business objectives, while ensuring compliance with US Government and Company directives and policies.  Expected to manage the Security Office ensuring compliance for all security requirements for a highly complex SAP environment and provide technical expertise concerning all security disciplines. Responsible for risk management and maintaining compliance with health & safety guidelines for the company and the program.  Requires excellent verbal and written communication skills in order to prepare and deliver briefings/training to contractors and customer personnel.  Must apply experience in supporting security concepts, principles and practices, to analyze and resolve security issues.  Collaborate and assist the ISSO/ISSM on implementation of JSIG requirements.     Required Skills: 8 years of relevant security experience. U.S. Citizenship Status is Required as this position requires an Active Top Secret U.S. Security Clearance as of Day One of Employment Ability to collaborate across multiple organization levels (i.e. Individual Contributors to Sr. Executives) Must be able to interpret, implement and ensure compliance with DoD Manual 5205.07 Volumes 1-4, 5220.22-M NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directives Manage, develop, obtain approval for, and implement security policies, procedures, and documentation specific to the program, such as Standard Operating Procedures (SOPs), Operational Security (OPSEC) plans, Concept of Operations (CONOPs), etc. Oversee, review, conduct and assist with self-inspections, as well as implement corrective actions Assist in creating, updating and administering security education, training & awareness to include program indoctrinations & debriefings Expertise in Program Security with in-depth understanding of Personnel Security, Physical/Technical Security and Document Control Excellent written and verbal communication skills Initiative to identify requirements, analyze problems and provide detailed solutions Ability to manage a diverse team and lead by example Excellent computer skills with ability to draft/implement Standard Operating Procedures (SOPs) Ability to multi-task in a fast paced environment and work under pressure Leadership responsibilities will include career development & goal setting for team members Flexible work hours and availability for some travel Position contingent on candidate’s ability to obtain and maintain program accesses as directed Desired Skills: Experience with physical construction of Special Access Program Facilities (SAPFs) and/or Sensitive Compartmented Information Facilities (SCIFs); ICD-705 knowledge Experience with access control and alarm Intrusion Detection and Surveillance systems; UL-2050 knowledge Experience with JPAS, DISS, SIMS, and JADE Experience with developing Program Protection Plans (PPP) Working knowledge of Joint SAP Implementation Guide (JSIG) Strong business acumen   Requires practical knowledge in leading and managing the execution of processes, projects and tactics within one work area. Typically has broad knowledge and skills within a specific technical or professional discipline with understanding of the impact of work on other areas of the organization. Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
