Chief Engineer – F15 Development Programs

Whether aloft in the skies aboard a fighter jet protecting the skies or an airborne surveillance platform monitoring developments on the ground, our Secure Sensor Solutions (S3) mission area is responsible for providing advanced capabilities for multiple types of tactical aircraft and other platforms.

We provide the most advanced systems to navigate in challenging environments, and identify and discriminate friendly and foe objects. Part of Raytheon Intelligence and Space business, S3 provides capabilities that enable critical tasks—from target identification, aircraft navigation, and target engagement. With our systems, warfighters know where they are going and what they are going to do when they get there.

The F15 Development Programs have an immediate need for a Chief Engineer for the APG-63 Domestic and Saudi platforms.  This position in located in El Segundo, CA. Relocation assistance is available provided final candidate meets eligibility requirements.

The candidate is responsible for:

Ensuring the technical integrity of the F15 APG-63 Domestic and Saudi Development programs and that we meet all government requirements and provisos

Provide technical interface with customers and vendors

Work with the program managers and Director to Develop new business pursuits

Provide technical leadership of our System and Software Development activities

Promote Digital Transformation, where applicable, to continuously improve our efficiency

Responsible for the Cost and Schedule performance (EV) of the programs

The candidate shall lead a diverse cross-functional team in El Segundo, CA responsible for the Program engineering activities to include Program Engineering leadership and Systems/Software Engineering.  The candidate interfaces directly to Program Management, Customer, Operations, Finance, Quality, Supply Chain and engineering IPT leads.   The lead is responsible for technical, cost, quality, and schedule performance of the projects being supported by the team.  The position also requires a strong technical understanding of  F-15 APG-63 radar hardware and software operation to effectively manage engineering development efforts of the programs.  Additional responsibilities include maintaining related processes, support of process improvements via R6Sigma, supporting HW and SW development, integrating team activities with the other IPTs, day-to-day work assignments, establish resource requirements and manage allocations, staffing and de-staffing, personnel development and evaluation, skills management, and team training.

Responsibilities include:

Directing and coordinating technical activities with Boeing, USAF, as well as FMS customers

Developing and presenting technical presentations

Meeting contractual performance based metrics

Engineering manpower planning to support the program, schedule baseline establishment, and the review of contract deliverables to including Contract/Subcontract Data Requirements Listings.  It also includes Earned Value Management System (EVMS) startup activities and the validation of the budgets and associated Task Work Statement within the contract scope and specification requirements

Collection and preparation of engineering performance data on the program and reporting this performance to the engineering and program management

Coordination of all resources supporting the program

Required Skills:

Typically 12+ years of relevant experience

Extensive technical working knowledge of  F-15 radar systems, primarily legacy radars.

Excellent customer interface skills

Excellent presentation and speaking skills to large groups

Ability to conduct analysis, investigations, and consider other technical tasks necessary to evaluate evolving design efforts

Ability to produce and manage contract data item delivery items and documents that provide the analysis results, financial reports, specifications, and other supporting data required by the program.  Interfaces with other members of project or program teams, management, and technical staff to define and implement engineering solutions to meet customer and company objectives..

EVMS Certified

Able to travel as needed

Must have an Active DoD Secret Security clearance required from day 1 of employment with the ability to obtain special access clearance (SAP)

U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Education:

Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 12 years of prior relevant experience unless prohibited by local laws/regulations.
