Associate Director, Wildfire Risk & Vegetation Management

Salary Grade: G03

Minimum Midpoint Maximum

$121,529 – $164,065 – $206,600

SUMMARY:

Oversees risk assessment, vegetation management, and wildfire mitigation activities. Leads processes to identify and assess risk, partnering with senior leadership to develop effective mitigation strategies and plans with a focus on wildfire safety. Leads and manages risk efforts, ensuring awareness across multiple business areas, oversees and manages operational risk management providing guidance as a subject matter expert on corporate risk tools, policies, practices, and processes. Provides authoritative wildfire risk support, advice, and recommendations to ensure effective risk management and mitigation. Oversees the development of executive presentations on risk overview, mitigation strategies, performance against plans. Develops and proposes new plans, strategies, and/or approaches to address risks.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leads wildfire risk assessment and mitigation activities

Leads the process to identify and document risk, assess the impacts, explore & evaluate mitigation alternatives, develop risk scoring and mitigation prioritization approaches

Works with internal and external stakeholders to maintain geospatial Hazardous Fire Areas (HFAs) and identify opportunities to apply the HFAs to various operations and wildfire mitigation initiatives

Develops and maintains effective relationships across the Enterprise to understand the interdependencies between risks and identify mutually beneficial mitigation strategies

Influences investment planning to include programs to enhance system safety

Partners with corporate risk staff to ensure Wildfire Risk practices are developed and consistent across the Enterprise.

Recognizes internal and external developments that may impact wildfire risks within our service territories

Manage and lead the development of risk spend efficiency analysis including any new risk reporting requirements for the annual plan

Facilitate the thorough documentation of risk spend efficiency analysis to ensure transparency, repeatability, and auditability of the work

Develop and/or update processes as needed to streamline ongoing development of risk and/or spend efficiencies

Build and enhance internal alliances with key operating leadership and subject experts to utilize appropriate metrics and analytics to support wildfire mitigation plan proposals

Lead and manage team to ensure resources are optimized in support of strategic initiatives and activities

Prioritize workload based on resources, while promoting employee development

Develop and deliver dashboards, reports and presentations on regulatory wildfire risk analytics topics

Represent the Company in community, industry, and regulatory forums to educate and build partnerships around wildfire safety and related activities (e.g., Fire Safe Councils, wildland management agency meetings, wildfire conferences, etc.)

Build and foster external alliances to maintain up to date knowledge of industry-related issues in wildfire risk reporting

Serve key strategic and advocacy role for information systems that support wildfire modeling efforts, providing common platform for wildfire risk analytics that drives consistency and repeatability

Maintains industry contacts for benchmarking and sharing information

Responsible for supporting regulatory communications

Knowledge and skill in process improvement concepts, methods and practices (e.g. Six Sigma, Agile, etc.)

Experience leading and/or managing cross-functional teams, organization, or workgroup

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelors in engineering, business, wildfire science, forestry, natural resources, or risk related discipline Advanced Degree (PhD, JD, etc.) with nine years of relevant experience in quantitative analysis, risk management, wildfire science, forestry, natural resources, operations, maintenance, construction of electric systems or electric generation, or equivalent combination of education and/or experience related to the discipline.

Experience in government agency and first responder relations

Experience in wildfire science and weather (e.g., wildfire behavior, fuels, meteorology, etc.)

Three years of experience in managing, coordinating, and performing complex business analysis and regulatory proceedings.

Operational experience in oil and gas, natural gas and/or electric operations business.

Cross-functional project management skills, strategic planning or utility operations.

Experience with a variety of problem-solving tools and techniques (e.g. failure modes, stochastic modeling, cause analysis, fault tree, quantitative analysis. Monte Carlo simulations, etc.).

Previous experience in risk management, safety engineering or quality engineering.

Preferred Experience:

Risk Management Certification

Proficiency in data management skills, as well as general understanding of GIS techniques

Master’s degree preferred

CERTIFICATES, LICENSES, REGISTRATIONS:

SUPERVISORY RESPONSIBILITIES:

Manages staff to accomplish results through effective recruitment and selection, training and development, performance management, and rewards and recognition.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret highly technical utility infrastructure designs, construction, operations and maintenance documents and procedures. Ability to absorb and discern general business periodicals, technical bulletins, professional journals, permits, environmental, or governmental regulations

Ability to write complex reports, business correspondence, and procedure manuals

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical correlation, and fundamentals of math related to mechanical and electrical design.

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:

Proficient using MS Office software including Word, Excel, PowerPoint.

Working knowledge of word processing, financial spreadsheets, graphs, and presentation software.

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Strong analytical and quantitative skills

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit up to two-thirds of the time. The employee must occasionally lift and/or move up to ten pounds. Capable of driving long distances.
