Summary The USPS OIG is seeking a highly qualified applicant to fill our Assistant Special Agent in Charge (ASAC), Manager Band, Supervisory Criminal Investigator position within the Technical and Sensitive Operations Field Office (TSOFO), Computer Crime Unit (CCU), located in Arlington, VA. The successful candidate must exhibit a high degree of leadership, and demonstrate experience planning and conducting complex federal criminal, civil and administrative investigations. In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency’s telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant’s ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on Friday, November 15, 2024, will be considered. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate’s education and professional experience. This position is being advertised at the Manager Band level, equivalent to a GS-14 grade level. The salary range for this position is $146,058 – $187,879 includes locality pay. Law Enforcement Availability Pay (LEAP) is authorized. Compensation includes 1811 LEAP coverage in a secondary position under law enforcement retirement. Relocation expenses may be paid. Must be able to obtain and maintain a government-issued credit card and Top Secret security clearance. Travel Required 50% or less You may be expected to travel for this position. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. The successful candidate must exhibit a high degree of leadership and demonstrate experience planning and conducting complex federal criminal investigations. Oversee the administration. Management and conduct of all cyber-investigative activities, field support programs, and applicable support systems (e.g., case management, evidence tracking) within your assigned Cyber Team. Make recommendations for introducing new programs, conduct pilot programs, and continual improvement evaluations of existing programs for CCU Plan and direct field support and cyber-investigations originating from cyber enabled fraud or cybersecurity incidents and review reports relative to digital forensic acquisition and analysis. Perform the administrative duties and human resource management functions relative to the staff supervised, planning and equitable scheduling for cyber-investigations and field support assignments. Identify, coordinate, and mentor personnel facilitating career development and succession planning for future consideration. Manage performance (PES) for your assigned Cyber Team and carry out Equal Employment Opportunity (EEO) and Diversity, Equity, and Inclusion (DE&I) policies and program activities. Develop and maintain effective working relationships with colleagues, other ASACs, special agents, executives, and officials within the OIG, U.S. Postal Service, and other federal, state, and local agencies. Requirements Conditions of Employment Qualifications You must currently be an 1811 criminal investigator or military equivalent and have at least 6 or more years of experience as a criminal investigator (law enforcement officer) in the 1811 occupation series. NON-QUALIFYING experience includes: security details, intelligence analysis, corrections or guard duty, physical security, and military/security police officer. YOU WILL BE PROVIDED WITH A NARRATIVE SECTION AFTER EACH EVALUATION FACTOR IN THE ASSESSMENT QUESTIONNAIRE IN WHICH YOU MUST FULLY EXPLAIN HOW, WHEN, AND WHERE YOU GAINED THE KNOWLEDGE, SKILLS AND ABILITIES AS LISTED IN EACH OF THE EVALUATION FACTORS. You will not be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; fail to address a factor in the narrative section (no response or “See resume” or similar language will be scored a zero (0)); or receive a zero (0) rating on any evaluation factor. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor’s degree from an accredited college or university Completed Basic Criminal Investigative Training Program at the Federal Law Enforcement Training Center (FLETC) or its equivalent (You must submit a copy of the certification) Currently serve as a federal law enforcement officer classified as an 1811 series criminal investigator or military equivalent ((You must submit a copy of your SF-50 to verify 1811 series and grade level) At least 6 years of professional federal law enforcement experience Experience directly supervising, planning, managing, and mentoring forensic examiners and criminal investigators with an emphasis on establishing investigative plans, promoting maximum staff utilization and development Experience in management of cyber-investigations Experience using digital forensic tools to perform digital evidence acquisition, analysis, and investigative reporting (Magnet Axiom, Review, Nuix, Logicube Falcon NEO, Detego Ballistic Imager) or other tools Experience using mobile forensic tools to perform data extraction, analysis, and investigative reporting (Cellebrite, UFED Touch, Physical Analyzer, Premium or Grayshift GrayKey, Detego MD) or other tools Received a satisfactory performance rating on your two most recent performance appraisals (Fiscal Years 2022 and 2023). If a performance appraisal is not available, you must submit a written statement stating the reason (You must submit a copy of your latest two performance appraisal) In accordance with applicable laws, the applicant selected for this position must: Maintain eligibility to operate motor vehicles Must be at least 21 years of age and not have reached your 37th birthday at the time of initial appointment to law enforcement position Qualify and maintain authorization to carry firearms, including no current or previous domestic violence convictions Maintain physical, mental and emotional standards and requirements necessary to perform law enforcement assignments Work unscheduled irregular hours with the possibility of personal risk Must be willing to relocate at the direction of management DESIRABLE QUALIFICATIONS Management experience and knowledge of cryptocurrency and blockchain investigations Knowledge of U.S. Postal Service and U.S. Postal Inspection Service organization, structure processes, networks, and databases EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Demonstrated experience in managing and mentoring employees promoting maximum staff utilization, development, and handling performance (including outstanding and disciplinary) issues. Demonstrated experience leading teams in applying modern customer support and criminal investigative principles; planning, initiating, and conducting the acquisition and analysis of digital evidence in a forensically sound manner, and managing complex support of cyber-investigations, especially those involving cyber-crime investigations, digital evidence, and digital forensics in both individual and task-force environments. Demonstrated ability to define problems, conduct research, analyze alternatives, and recommend options for technical solutions to support criminal, civil, or administrative investigations. Ability to communicate, both orally and in writing, all facts and circumstances of investigations including technical matters, that are understandable to other investigative personnel and management officials. Ability to work as part of a team serving as a leader and follower, participate in oversight of internal working groups and external tasks forces, and identify and solve personnel, logistical, ad resource challenges within CCU. Ability to oversee numerous investigations and projects with competing deadlines from initiation to completion Ability to provide leadership, motivate and inspire dynamic teams of individuals, collaborate, and cooperate, developing shared goals and achieving desired results.
