Analyzes program activities such as acquisition cost, schedule and performance related to government contracts. May be referred to as an Acquisition Manager on some contracts.
Principal Duties and Responsibilities (*Essential functions)
Apply knowledge and experience in acquisition program support to assist program managers in meeting guidance in FAR, DoD 5000.2 and other applicable documents and regulations, systems and guides.
Assist with the DoD planning, programming and budgeting process; USAF weapons acquisition process; cost estimating and analysis of missiles, munitions, electronic systems, delivery vehicles, targets and range systems; to support Government program managers and financial managers.
Prepare briefings.
Develop and manage program schedules and program plans.
Develop and manage program courses of action for streamlined operations and processes.
Support and execute risk management processes.
Prepare and coordinate responses to requests for information from external organizations.
Perform economic, budget, and financial analyses to include obligations and expenditure forecasting.
Develop funds management, funding status, automated models, and control techniques.
Prepare decision support information.
Develop, maintain, and update program Integrated Master Plans (IMP) and IMS; analyzing prime and subcontractor IMP/IMS; identify opportunities to improve program execution; reviewing deliverable status together with milestone schedules, status reports, and cost performance reports; and analyze to determine the accuracy of information and situation depicted.
Develop Business Case Analyses, acquisition milestone documents and briefings.
Support development of draft RFP
Advise and assist with development and conduct of source selection simulations and cost benefit assessments to determine optimal capability and strategy to acquire intended weapon system.
Assist with the planning and management of product baseline configurations to include; configuration identification, configuration control, configuration status accounting, and configuration verification and auditing
Assist with development of Capability Based Assessments (CBA), Initial Capabilities Documents, Capability Development Documents (CDD), and Capability Production Documents (CPD), along with associated risk assessments, briefings and coordination/staffing documentation.
Maintain requirements traceability, and develop required reports and analyses to facilitate updates to existing CDDs and CPDs as required by senior Government decision makers.
Develop Net-Ready Key Performance Parameter (NR-KPP) documentation, Information Support Plans (ISPs), Information Assurance Support Plans (IASP), Program Protection Plans (PPP), and any/all related DoDAF 2.2 (or later) architecture views.
Develop any and all required products at an extremely accelerated pace to support short-notice program direction where organic resources are either not yet on-board, or are insufficient to handle sudden increases in workload volume.
Advise and assist the Government in performing source selection tasks.
Assist with the development, maintenance, and updating of acquisition reports such as the Monthly Acquisition Report (MAR), Selected Acquisition Report (SAR), Defense Acquisition Executive Summary (DAES), Acquisition Program Baseline (APB), and supplemental reports.
Develop, maintain, and update program risk management plans
Manage and run Earned Value Management software and analyze other contractor’s production performance
General
Prepare/Conduct briefings
Develop and manage program schedules and plans
Prepare and coordinate responses to RFIs
Perform economic, budget, and financial analyses to include obligations and expenditures forecasting
Develop funds management, funding status, automated models, and control techniques
Prepare decision support information
IPMR/IMS
Reviews contractor CDRLs to include IPMR data
Analyzes and reviews the IMS
Conducts analysis on critical path, secondary path, and tertiary paths
Conducts schedule health assessments on the IMS
Collaborates with the Prime’s scheduling team on discrepancy resolution
Participates in Schedule Risk Assessments
Government Control Account Management (GCAM)
Assists Government Control Account Managers with their duties
Conducts analysis of control accounts and provides feedback utilizing industry standard Earned Value Management techniques
Verifies analysis and reporting of USG GCAMs is complete and accurate
Analyzes manpower/resourcing loads and requirements and provides recommendations to leadership
Identifies Opportunities, Risks, Impacts, and Corrective actions as they relate to IPMR data and control accounts
Analyzes EVM data and briefs leadership on EV metrics

Required SkillsRequired Experience
One of the following combinations of education/experience:
+ Bachelor’s degree in relevant field + 25 years relevant experience, OR;
Master’s degree in relevant degree field + 15 years relevant experience
Demonstated proficiencies in MS Office and MS Project
Knowledge of Earned Value Management techniques
U.S. Citizenship required. Active DoD Secret security clearance required
