The primary purpose of this position is to serve as a senior SIGINT analyst with responsibilities that include evaluation and instruction of intelligence training and material that are obtained from multi-intelligence source through various means, that directly or indirectly affect national security and has broad global implications. * Salary ranges includes local market supplements Responsibilities Develops intelligence training metrics of effectiveness and readiness assessment programs as they relate to the effect of unit intelligence training programs and draws conclusions whether AFSC initial skills and other formal supplemental training meets mission readiness requirements. Conducts and oversees implementation and administration of the group training strategy. Guides and allocates resources to produce trained/certified intelligence personnel possessing training pipelines and certification standards. Serves as a Signals intelligence collection specialist working complex intelligence training and operations. Situations/information topics are not susceptible to generally accepted methods and requires use of independent judgment and experience to develop new methods, approaches, and procedures. Presents ISR analytic capabilities to a variety of service, national, and coalition customers. Provides commanders and other customers the intelligence information and evaluation derived from ISR assets to maximize their own forces’ effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the “Professional” work category are at the “Full Performance” work level and are equivalent to those at the GS-12 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multisource intelligence (ex, SIGNT, HUMINT, GEOINT) information systems to capture data in order to make recommendations in developing assessments and training programs; knowledge and ability to conduct cryptologic training functions; knowledge of advance analytical training principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources, to include database manipulation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Creates and makes recommendations regarding program plans, policy, and activities; oversees training course requirements and implementation. Provides guidance on the educational soundness of training objectives, test materials, training materials; Implements new ideas, methods, or techniques and presents summaries or briefings. 2. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources (primarily SIGINT), to include database manipulation. 3. Knowledge and understanding of AF training and standardization and evaluation policies, planning, and execution considerations, as well as in-depth knowledge of USAF training pipelines and requirements. 4. Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence (ex, SIGNT, HUMINT, GEOINT) information systems to capture data to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources; knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations. 5. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 6. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization’s position to a variety of audiences. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program as preferred position identified by security clearance requirement. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
