Summary In the Contracting and Procurement Office (CPO), we do cradle-to-grave contracting that starts at the earliest identification of a need. We work with our customers to define acquisition strategy, offer expert business advice in developing procurement packages, develop solicitations and conduct source selections, negotiate and award best value solutions to meet the need, and administer those awards to ensure responsiveness to changing circumstances. Responsibilities As a Contract Specialist for the Defense Counterintelligence and Security Agency (DCSA), you will join a dynamic team of contracting professionals enabling a critical National Security mission through contracts and other transactions. The Contracting and Procurement Office (CPO) partners across the enterprise to deliver innovative contracting and business solutions that enable DCSA mission success. You will be a vital member of one of our Contracting Offices within the Contracting Division. In this role in CPO, you will: Report to a Branch Chief in a small, dedicated branch aligned under one of our four Chiefs of the Contracting Office: Investigation Support Contracting Office, Business Operations Support Contracting Office, Common Services and Corporate Contracting Office, or Program and System Support Contracting Office. Serve as a Contract Specialist, providing business advice to DCSA customers and performing all pre-award and post-award functions, using a wide range of contracting methods and types to procure a variety of goods and services. Procure complex and/or diversified supplies, services, and/or equipment. Execute post-award contract performance management. Evaluate contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics. Assist in providing training to contractors and customers on contractual language, legal responsibilities, and opportunities. Even more exciting than what we do is who we are. Individual Retention Incentive for CPO 1102s: Authorized 12.5% annual incentive after 1 year of fully successful (or better) performance and supervisor approval. Current CPO personnel who are receiving a retention incentive will retain this incentive if selected. Work Schedule Options: Compressed, Flexible, and Standard Schedules. DCSA primarily runs on Eastern Time. Location: Location is negotiable after selection. Selection will not be based upon location. Candidate may have the option to choose remote or work from one of our office locations; Quantico, VA; Fort Meade, MD; and, Boyers, PA. Remote: This is a remote position. Remote refers to work performed on full-time basis at your home address. As a remote worker, the incumbent is expected to meet all job requirements without regular access to government issued office space. Telework: We support the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. DCSA requires, at a minimum, if you are assigned to a DCSA facility or leased space, you will report to the site 2 days per pay period. Hot seats and shared workspace are available. Travel: CONUS Travel is required for this position, as either TDY or local travel. Some conditions for travel are meetings or training as directed or required to include, but not limited to: Annual All-Hands, procurement system training, Leadership Development Training Capstone Presentation, Performance Management Review, and Classified meetings. Requirements Conditions of Employment Qualifications This position has a Basic Requirement for the 1102: A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD GG-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GG-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement (SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GG/GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. The experience described in your resume will be evaluated and screened from the Office of Personnel Management’s (OPMs) basic qualifications requirements. See: Contracting Series, 1102 for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 12/17/2024 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience in the contracting career field related to Federal Government contracting subject to the Federal Acquisition Regulation (FAR). Experience preparing solicitation documents. Experience determining responsiveness of bid or proposals; negotiating terms and conditions when appropriate and determining the responsibility of successful offeror. Expertise in procurement regulations and contracting principles including the latest procedures and techniques. Experience setting long range plans, ensuring goals are met, and adjusting work to achieve goals. Specifically you will be evaluated on the following competencies: Contracting/Procurement: Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration. Business Advisor: Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined; while providing business advice, guidance, training and assistance to team members, technical or program personnel, and/or contractors on contractual language, legal responsibilities and business related issues. Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Education This position has a Basic Requirement for the 1102 series. Unless you meet one of the exemptions (as described in the qualifications section of this announcement), transcripts MUST be provided.
