Responsibilities

The Nevada National Security Site is actively looking for a Senior Principal Engineer to act as the Commissioning Authority for the U1a Complex Enhancements Project (UCEP) and the Z-Pinch Experiment Underground System (ZEUS) Test Bed (ZTB) Project. The position will perform duties at the Principal Underground Laboratory for Subcritical Experimentation (PULSE) Complex, which is an underground nuclear facility located within the Forward Areas of the Nevada National Security Site that supports Subcritical Experiments performed by the Nuclear Weapons Laboratories. This position reports to the Director, Enhanced Capabilities Subcritical Experiments Infrastructure.

Key Responsibilities

Lead and Manage the Enhanced Capabilities Subcritical Experiments (ECSE) integrated project team that will review, approve, and assess testing programs supporting the UCEP and ZTB Projects. This team will include personnel from the following groups:

PULSE Facility Operations

PULSE Facility Engineering

MSTS Construction

MSTS Design Engineering

Los Alamos National Laboratory

Lawernce Livermore National Laboratory

Responsible for ensuring UCEP and ZTB Project:

Implementation confirms the condition and operability of safety systems, important-to-safety systems, and related utility systems.

Modifications are consistent with the PULSE facility procedures and accident analysis included in the safety basis.

Processes identify, evaluate, and resolve deficiencies provided the various audit organizations.

Protocols define functions, assignments, responsibilities, and reporting relationships

Coordinate the development of commissioning programs and ensure they validate the UCEP and ZTB Projects design intent.

Coordinate the development and implementation of UCEP and ZTB structures, systems, and component turnover and acceptance testing.

Develop and manage UCEP and ZTB Project turnover and acceptance testing schedule.

Develop and implement training and qualification programs for Operations and Maintenance personnel that support UCEP and ZTB Project turnover.

Confirm the UCEP and ZTB Project safety and environmental documentation describes the compliance basis.

Manage UCEP and ZTB Project commissioning and turnover resource and budget allocations.

Responsible for ensuring UCEP and ZTB Project commissioning and turnover activities to achieve Critical Decision (CD)-4 completion.

Participate as the ECSE Commissioning Review Board Co-Chair.

Coordinate with the ESCE Commissioning Review Board to ensure establishing ECSE roles and responsibilities for review and approval of commissioning work activities.

Responsible for ensuring the ECSE Commissioning Review Board maintains an ongoing interface with PULSE Facility Operations and Engineering.

Perform other duties assigned by Management.

Qualifications

Minimum Education & Experience:

Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees

Or, Calculus-based STEM bachelor’s degree in engineering

Or, for Architects, Certification from the National Council or Architectural Registration Board (NCARB)

Or Professional Engineer license

Plus at least 14 years’ relevant experience.Skill building experience must demonstrate either deeper technical specializatio n or additional cross-disciplinary knowledge; graduate research experience may be recognized.

Ability to interpret codes and standards applicable to the position.

Previous experience with either operating Nuclear Power Generating or Department of Energy Nuclear Facilities, is preferred.

Familiarity with the following DOE Directives is preferred

DOE O 413.3B Program and Project Management for the Acquisition of Capital Assets

DOE G 413.3-23 Nuclear Facilities Commissioning

DOE O 420.1C Facility Safety

DOE O 425.1D Verification of Readiness to Startup or Restart Nuclear Facilities

DOE-STD-1189 Integration of Safety into the Design Process

DOE-STD-1066 Fire Protection

Self-motivated and complete assigned tasks with minimal supervision.

Ideally, the applicant will have strong time-management skills. Be well organized, maintain safe work habits and have a broad range of technical interests and education.

Excellent oral and written communication skills, including the ability to write reports and technical documents.

The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

Work schedule will be 4/10s Monday through Thursday (subject to change).

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707 14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:$141,232.00 218,920.00
