Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Program Manager will report to the Special Technologies Laboratory (STL) Manager for Systems R&D and will oversee the DOE Office of Environment, Health, Safety, and Security (DOE-EHSS) program and project activities at STL. This includes managing the senior security specialists, engineers, program analysts, and subject matter experts engaged in security risk management, emerging threats, physical security system effectiveness, international regulations and requirements.

Key Responsibilities

Direct all programmatic phases for DOE-EHSS program and project activities at STL; the total value of which is approximately $4M annually.

Responsible for the cost, schedule, and technical performance of the DOE-EHSS program.

Assist in the formulation, development and promulgation of the DOE Design Basis Threat (DBT) and Security Risk Management Technical Standard (SRMTS).

Acts as representative on interagency and international working groups and forums with a focus on nuclear vulnerability processes and security risk management, emerging threats, physical security system effectiveness, international regulations, and requirements.

Assist in preparation, development, and proclamation of DOE vulnerability assessment (VA) and security risk assessment directives and safeguards and security program planning to include conceptual design analysis.

Representative at national and international security nuclear security conventions and conferences.

Provides technical support to field sites, program offices and staff offices for vulnerability assessments and security risk assessments to ensure that the assessments are comprehensive, technically accurate, and meet the intent of policy.

Participate in the review of vulnerability assessments, security risk assessments and performance test analysis submitted by field and program offices to ensure the assessments are comprehensive and technically accurate.

Provide field assistance during site surveys, inspections, assessments, audits and security violation investigations throughout the DOE Complex, including DOE/NNSA nuclear facilities (production, storage, transportation and disposition of nuclear materials).

Review and/or assist in the development of deviations from security requirements and if plausible identify appropriate compensatory measures.

Analyze current policy with respect to its coverage, utility, and program interface with other Government agencies and foreign governments involved in related security activities.

Collaboratively plan, coordinate, and support all activities necessary to ensure successful training of security professionals regarding current security policies.

Participate in major physical Safeguards and Security (S&S) studies and reviews covering a broad spectrum of Department activities, the costs involved, and changes in structure or operations required for implementation to ensure consistency.

Prepare written documentation and develop and deliver briefings, as necessary, on relevant safeguards and security topical areas of interest.

Participate in relevant S&S working groups, policy panels, and meetings as requested.

Qualifications

Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.

Master’s degree preferred.

Ability to lead and successfully manage complex teams and projects.

Expert-level knowledge of DOE and related safeguards and security regulations, policies, and procedures, especially DOE Order 470.3, Design Basis Threat.

Must possess knowledge of physical security systems, access control and equipment, intrusion detection equipment, delay/denial systems, complex barriers, emerging technologies, protective force tactical operations, weapons, explosives and assault equipment and tactics.

Comprehensive knowledge of protective force operations and physical security systems commonly employed in the DOE complex.

Comprehensive knowledge of current and emerging physical security laws, regulations and standards to enable assisting in the development of safeguards and security policies, procedures, requirements, standards, and programs.

Experience performing and evaluating surveys, security risk assessments, and vulnerability assessments.

Ability to communicate policy elements, objectives and priorities to assist in training, awareness, policy development and coordination purposes.

Must be able to collaborate with internal and external stakeholders (at all levels) to gain support and cooperation.

The primary work location will be at the Special Technologies Laboratory (STL) located in Santa Barbara, CA.

Flexible work schedule can be negotiated with the manager; employees can work 5/8s, 9/80 or 4/10s work weeks.

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707 14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:$126,526.40 – $202,446.40.
