Summary The Department of Energy, Office of Inspector General, is currently looking for a Deputy Assistant Inspector General for the Office of Inspections, Intelligence Oversight, and Special Projects in Washington, DC. Join our professional team of auditors, criminal investigators, and inspectors who help support DOE’s mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law. Responsibilities As the Deputy Assistant Inspector General for Inspections, Intelligence Oversight, and Special Projects (DAIGOIIS), you will: Manage the day-to-day operations of the inspections program. Provide policy direction, guidance and supervision for all inspections conducted. Determine the organizational goals and objectives essential to the effective execution of the program office. Identify, develop, and justify staffing requirements and maintain responsibility for hiring, evaluating, and providing employee development to individual staff members. Review allegation-based and performance inspection reports, including Hotline referrals and Whistleblower investigations, submitted to Headquarters for approval to assure adequacy of technical context and consistency with policies and procedures. Prepare information on inspection activities for incorporation into the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Annual Report and for special inspection reports requested by Congress. Coordinate and supervise special inspection requests from the Congress, the Secretary, and the IG. This includes preparing any testimony and briefings related to the requests. Be responsible for Intelligence Oversight, to include assisting in workload planning for the OIG in the area of Intelligence/Counterintelligence,and conducting allegation-based and performance inspections pertaining to the areas of Intelligence and Counterintelligence. Requirements Conditions of Employment Qualifications To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed at the GS-15 level or a higher grade level equivalency. These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). Please ensure you submit a complete and detailed answer for each mandatory qualification. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position. Failure to submit a narrative statement or address all of the mandatory ECQs and/or MTQs, (if required) is also considered incomplete and WILL NOT BE CONSIDERED. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs but must address all MTQs. If you are a non-SES employee or Non-Career SES employee, you must address each ECQ and MTQ. Failure to do so will result in the disqualification of your application. Your application must demonstrate that you possess these qualifications. Please provide examples that are clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities. Executive Core Qualifications (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter “Refer to Resume” to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization’s vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: Knowledge and ability to direct the operations of a nationwide Office of Inspector General inspections program, including establishing efficient and effective organizations with clearly defined responsibility, authority, and accountability; managing human resources to recruit and develop staff to perform at a high level of competence; and measuring and improving organization performance. Demonstrated Senior level experience leading a team responsible for safeguarding and handling sensitive national security information; to include having knowledge of the intelligence cycle, intelligence collection, analysis, dissemination practices. Demonstrated Senior level experience and knowledge of the missions, organizations, and functions of the Intelligence Community (IC) with specific expertise in an intelligence discipline of functions. Expert knowledge in leading the development of high-quality classified and unclassified work products (e.g. inspection reports, testimony, correspondence, briefings) that are in conformance with government inspection standards, and CIGIE inspection standards; are submitted timely; and are complete, accurate, well-written, and responsive to the goals and objectives/priorities of the Inspector General, the Department, Congress, and the public. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
