The primary purpose of this position is: To serve as an Advanced Programs (AP) and Joint Command Exercise Director for the 705th Combat Training Squadron, Distributed Mission Operations Center (705 CTS/DMOC). Responsibilities Serves as the commanders’ focal point, applying Air Force and service equivalent military rated aviator experience to oversee, organize, manage, and determine policies, directives, programs, doctrine, and procedures for the establishment and maintenance of advanced projects for the USAF, COCOM, or MAJCOM operations at the Distributed Mission Operations Center (DMOC). Responsible for providing operational guidance and direction to staff and participating personnel on exercise planning, conduct, results reporting, special methodologies, and capability assessments. Improves advanced programs and organizational direction and focus through using specialized planning tools and techniques to direct and manage all areas of operations. Incumbent serves as the AP Operations Research point of contact for high priority, large-scale unilateral Air Force and Joint Service exercises, experiments, tests, evaluations, and studies assigned. Oversees contractors supporting CAF DMO and 705 CTS/DMOC exercise planning to Joint and Service Level exercises. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: Position is designated special-sensitive and incumbent requires a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI), and a current SSBI or equivalent. Anon-disclosure agreement must be signed. Incumbent is required to undergo a counterintelligence-scope polygraph examination. In order to qualify, you must meet the specialist experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Knowledge and skill in applying analytical and evaluative methods and techniques to issues/studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans/programs for conducting major operations, such as, search and rescue, deployment mobilization and mission & flight operations. Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Knowledge of conducting studies, analyzing findings and making recommendations on substantive operating programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations; such as, simulated/synthetic war, mobilization, deployment, exercise, IJSTO, Information Operations, space, cyberspace, acquisition, command and control training systems, special operations, rescue, or similar operations. Knowledge of agency and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. Knowledge of the application of AF military rated aviator (e.g., pilot, navigator) or similar expertise as it applies to assigned programs and assigned USAF weapons systems. Skill with current DOD and Air Force exercise systems for example; Advance Programs methodologies, Command & Control Tactical Systems, Air Warfare Simulation (AWSIM), Theater Battle Management Control System (TBMCS) and Next Generation Threat Simulation System(NGTS), etc. Ability to negotiate complex issues and maintain good working relationships. Knowledge of financial control and budget systems and an ability to manage execution of LVC-OT operations within established financial and time constraints is desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
