Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities

The successful candidate will provide program management, technical leadership, and financial oversight for the Certified Packaging Program (CPP) at the Nevada Nuclear Security Sites (NNSS). You will serve as a primary interface for our CPP. You will be an integral part of our team of experts providing services such as fissile material handling, certified packaging operations, leakage rate testing, and transportation of hazardous materials in support of the MSTS Plutonium Pit Production Modernization Storage Program.

Key Responsibilities

Report to the Storage Program Execution Manager, serving as the CPP Manager, Fissile Material Handler (FMH) Manager, and Onsite Transportation Safety Document (OTSD) Facility Manager.

Act for the Storage Program Execution Manager when required.

Conduct activities to ensure the safe and secure packaging, storage, stabilization, and consolidation or disposition of nuclear material (NM) by ensuring CPP personnel are qualified to perform certified packaging operations and providing oversight of certified packaging activities at the NNSS.

Ensure DOE/NNSA and MSTS line management are informed of all events which could affect the health and safety of site personnel or the public.

Support the Nuclear Material Review Board as a voting member to assess the relative risk to the CPP of receiving NM items at the NNSS.

Support external reviews and assessments conducted by DOE/NNSA or other organizations.

Direct the Certified Packaging Center (CPC) Supervisor to maintain the Certified Packaging Center (CPC) which includes a high bay work location at Building 23-118 as well as the Enhanced Staging Program (ESP) Prototype work location at the Radiological Nuclear Test and Evaluation Center (RNCTEC).

Direct the CPC Supervisor to develop and maintain approved procedures to perform certified packaging and material handling operations including ESP operations at the ESP Prototype and at the DAF. Procedures include:

Company Directive CD-NMM.003, “Certified Packaging Program”

CD-NMM.004, “Nuclear Material Packaging and Storage Program”

14 Standard Operating Procedures (SOP) for the CPP

One SOP for nuclear material handling in Device Assembly Facility (DAF)

Additional procedures, as necessary, to support new packaging operations or new nuclear material handling operations

Direct the CPC Supervisor to

Maintain the CPC facilities, tooling, and equipment

Coordinate and track applicable surveillances, in-service inspections, and maintenance for CPC and ESP structures, systems, and components

Conduct internal assessments, reviews, and analysis of programmatic operations including documenting results and developing reports

Direct CPP personnel to

Conduct FMH

Conduct Department of Transportation (DOT)-compliant shipments of radioactive or other hazardous materials including direction to operate fissile or Type B radioactive material shipping packagings.

Conduct leakage rate testing as a Level II Leak Test Technician

Develop and maintain approved procedures to implement the safety basis for the OTSD Facility

Coordinate and execute transfers of hazardous material in accordance with the OTSD facility safety basis

Support Nevada Capabilities Facility operations and exercises

Provide line management support to FMH personnel during activities that consist of handling significant quantities of NM and configuring test objects.

Approve transfers of material per the OTSD facility safety basis.

Provide line management support to OTSD facility safety basis personnel during transfer activities.

Direct the CPP Training Officer to maintain training programs including the Certified FMH and Certified FMH Supervisor training programs as well as the Certified Leakage Rate Testing training program.

Direct the OTSD Training Officer to maintain the OTSD facility safety basis training programs.

Conduct project exploration, plan budgets and schedules, and coordinate resources to complete the assigned work scope.

Qualifications

Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.

Ability in Performance Management.

Ability in Project Management.

Experience working with requirements-based systems for areas such as facility operations.

Ability to qualify as Department of Transportation (DOT) Advanced Radioactive Material Shipper.

Ability to read and follow detailed instructions utilizing Standard Operating Procedures (SOPs), including verification and validation of new or revised SOPs.

Must possess planning and organizing skills and initiative.

Domestic travel (up to 25%) will be required.

Valid driver’s license required.

Training or experience in areas related to nuclear operations, nuclear material handling/inventory, and DOT regulated hazardous materials shipping is a plus.

Training or experience in areas related to nuclear operations or nuclear maintenance such as those found at a DOE nuclear facility, commercial power plant, or US Navy Nuclear Propulsion Program is a plus.

The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

Work schedule will be 4/10s Monday through Thursday (subject to change).

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707 14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $124,238.40 – $198,785.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
