Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain People of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Telecommunications Manager for the Joint Activities located at Fort Liberty, North Carolina. Responsibilities Maintaining relationships with USSOCOM, other GCCs, DISA, and other agencies is critical for strategic alignment. Prepare papers for new research and development projects, and oversee acquisition, purchasing, and contract performance. Review processes to find efficiencies and ensure we’re meeting the needs of the units we support. Act as the Authorizing Official’s Designated Representative (AODR), reviewing and advising on security accreditation packages for our networks (NIPR, SIPR, TS, etc.). Approve all JCIDS requirements documents within the Command and USSOCOM C4 portfolio. Lead the programming and budgeting process for all C4I systems, ensuring alignment with USSOCOM and Command plans. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes reviewing long-range plans and architectures to ensure synchronization with resource programming to meet objectives across all C4 ( Command, Control, Communications and Computer) and IT disciplines; resolving budgetary discrepancies to ensure accurate resource allocation across all developmental projects; and recommends adjustments to the organization activities to meet changes in the C4I systems to meet the needs and requirements of customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
